There is mis-communication between the various members of the Orange County Local Agency Formation (LAFCO) about how to convince residents that adopting a given sphere of influence and paying more for it is good for them. So, what to do?

What does a conscientious business do when faced with situations where employees do not seem to be carrying their own weight? In this climate, you can bet that employees are not only reprimanded, but in many cases, they or often terminated.

Not at LAFCO. Sergio Prince, Supervisor Pat Bates’ Executive Director of Public Affairs promptly suggested to “hire a facilitator, avoid communications breakdown” – Why not? After all, is this not standard operating procedure for a typical bureaucracy? After all, bureaucrats get paid whether they are competent or not – sort of like auto industry executives.

Is LAFCO the exception? No, you guessed it – it is the rule! Just look around at the Toll Roads, the USPTO or even the CLRC.

So, LAFCO’s Coto de Caza Cityhood vote scheduled for this past Wednesday, to have the Coto de Caza community under the City of Rancho Santa Margarita’s sphere of influence has been postponed for six months. No word as to whether Mr. Prince has recommended the hiring of an efficiency expert to make sure there are no more delays.

Part of LAFCO’s Orange County LAFCO mission statement is to promoting orderly growth and development; discouraging urban sprawl while preserving open space and agricultural lands; and encouraging efficient service areas for local governments. On the other hand, if you believe common interest development federal projections, it faces a prominent future, particularly in California. In response to the continued development and increasing use of common interest developments, the California state legislature continues to play an active role in defining the relationship between the common interest development homeowners association, its members, and third parties. That is, where the California legislature (CLRC) gives, LAFCO takes away.

Costa Mesa Man Gets 17 Years for Bomb and Weapons Charges Against Judge and HBPD

SANTA ANA, CA, - A judge sentenced Ronald Gary Turner today to the maximum of 17 years in state prison for bomb and weapons charges after making threats against his estranged wife, the Huntington Beach Police Department (HBPD), and the judge who had been presiding over his family court case.
Turner, 45, Costa Mesa, was on probation for a separate domestic violence case against his wife at the time of this crime. Turner was found guilty by a jury on Aug. 4, 2009, of felonies for two counts of stalking, three counts of possession of a destructive device with the intent to injure, one count of possession of a homemade deadly weapon, and one count each of possession of a loaded firearm in public, receiving a stolen firearm, possession of ammunition by a prohibited person, and dissuading a witness.

On April 4, 2008, Turner was placed on probation after pleading guilty to a misdemeanor domestic violence restraining order charge (07WM09304). On July 1, 2008, the Orange County Sheriff’s Department (OCSD) Judicial Protection Unit received information through HBPD and the Newport Beach Police Department that the defendant may be in possession of bombs and weapons and had made potential threats against his estranged wife, her divorce attorney, a HBPD detective, and the judge who was presiding over his family law matter. The defendant failed to attend the court-ordered batterer’s treatment program, a term of his domestic violence plea, and a bench warrant was issued on the misdemeanor case on July 2, 2008.

Later that day, OCSD deputies conducted a traffic stop on the 22 Freeway. At the traffic stop, Turner had is his possession handcuffs, pepper spray, throwing knives, and a stolen 9mm firearm, which had the serial numbers removed and was loaded with hollow point rounds.

In his Costa Mesa home, Turner possessed three homemade bombs with two timers, two homemade guns, other bomb making materials, tactical equipment, a bullet proof vest, and listening devices. Two children, unrelated to the defendant, were living in the home in an adjacent room. The OCSD bomb squad safely detonated both homemade bombs on July 3, 2008. On July 9, 2008, a third bomb was found in Turner’s home.

Irivne, CA- According to this AP story (http://news.yahoo.com/s/ap/20090824/ap_on_en_tv/us_tv_ beck_s_advertisers), as a result of Glen Beck’s opposition to the US Administration’s stance on Health Care, A group called Colorofchange.org, that promotes action among African Americans has succeeded in making sure that “A total of 33 Fox advertisers, including Wal-Mart Stores Inc., CVS Caremark, Clorox and Sprint” stop advertising on Beck’s show.

What these businesses and the overwhelming majority of lawmakers have
forgotten is that consumers far outnumber advertisers, and consumers are boss!

Here is a novel idea: If you oppose the White House Stance on Health care, boycott Wal-Mart Stores Inc., CVS Caremark, Clorox and Sprint - then see what happens!

Riding on Success of Cash for Clunkers, Now, Go Yellow, Save Water

Arguably, the Cash for Clunkers initiative has been so wildly successful that Congress is set to extend it further this coming weekend. The net effect is that the initiative will not really save the environment, by any measure, but it will take Joe the Taxpayer’s money and give to poorly managed domestic car companies or profitable foreign ones. Clearly not new jobs are created, since it has been estimated that the cars would have been sold anyway.

Now consider that in order to conserve water, Joe the Taxpayer is being encouraged to urinate in the shower. In Brazil for example if a household avoids one flush a day, it can save up to 1,157 gallons of water annually. In engineering terms, these figures can be safely rounded off to zero, in terms of impact to the environment.

However, if have a need to go on a regular basis, perhaps you can shower, with your own urine. Studies not available to determine whether in combination, the environmental impact is significant.

So, do not stress about Health Care Reforms, simply go yellow, let it mellow and save the environment.

After more than 30 years of sending manufacturing jobs overseas, the White House has announced that Smart Manufacturing is back in the US. Preliminary reports do not indicate how many jobs are being created as a result of this Smart Manufacturing. In fact this type of manufacturing seems to be more of a hindrance than a bounty and often derogatorily referred to as Astroturf®, Manufactured Angry Mobs, Racists, Well-dressed Right Winger Senior Citizens

How to tell if you are a manufactured right winger senior citizen
1. Do you want all your health care records to become government property?
2. Do you want to pay more and get less?
3. Do you want to pay for late term abortions and murder of babies?
4. Do you want your children to never know their grand parents?
5. Do you want to wait two years for an operation needed now?

Some states are placing information about their portion of the $787 billion American Recovery and Reinvestment Act (ARRA) online, but most are failing to effectively educate taxpayers about the impact of economic stimulus spending, according to a report from Good Jobs First, an economic development research group.

The report evaluated the general ARRA websites that all states have created and graded them on transparency on a scale of 0 to 100.
