If
you had at least considered our countless attempts
at a proactive traffic control, and even read our
countless proposal, there is a good probability this
week's fatality could have been prevented.
Additionally,
the pathetic response we got from Keystone regarding
our request for a security audit, should be
exhibit number 1 in any legal action resulting from
the fatality: The response clearly shows gross
negligence at all levels.
Coto
needs a major change in the philosophical approach
to security. PLEASE do the honorable thing:
Resign.
The
CZ BOD That Cried Wolf:
Ever
since the BOD fired the CHP, they have cried “We
have a pro-active traffic enforcement plan….the
Sheriff is coming, the Sheriff is coming, the Sheriff
is coming….”
All the while spending over $1.7 million
dollars per year AND adopting new rules and
regulations proclaiming that the association does Not
provide any security.
In a Psychology Today Magazine published
Jul/Aug 2004, Neil Parmar describes similar stories
under the title “Cryig Wolf:
Fabricated Crimes”
He
asks: “
When
people stage a crime against themselves, is it just a
call for attention?”
“He
goes on to say that
“ Psychologists
have dubbed the phenomenon The Boy Who Cried Wolf
Effect, named after Aesop’s fable about a shepherd
who fakes wolf attacks”
“People
who fake crimes are transforming feelings of
invisibility into a fantasy that they may come to
believe is reality, says Bonnie Jacobson, a
psychologist and director of the New York Institute
for Psychological Change in New York City. She says a
“hoaxer” wins attention by playing the passive
victim, similar to a person with Munchausen syndrome,
who fakes an illness to get the attention of doctors
or loved ones”
“
In one study, published in the Personality and Social
Psychology Bulletin, O’Sullivan found people will
more readily believe even outrageous lies when the
deceiver is familiar, outgoing and outwardly happy.
That’s because we tend to “listen” to their
personality more than the content of their story.
Hoaxes often spin out of control, O’Sullivan warns,
when the liar decides to harm herself to make the hoax
appear more convincing”
Now,
we are not hypochondriacs, but Parmar might as
well be describing the current CZ Board of Directors!
REQUEST
TO MAKE SECURITY TOP CZ PRIORITY - DENIED!

We
are herby requesting that the CZ Board officially
cancel the scheduled Town Hall meeting to promote the
Coto City issue and instead replace it with a Security
Town Hall Meeting.
Should
the CZ board continue with its negligent and some
would argue reckless laissez faire approach to
security and misguided priorities by putting the city
hood issue above the safety and security of Coto
residents, we will coordinate a Security Town Hall
meeting on the same date (currently January 5, 2006)
and time as the board’s scheduled city hood meeting. We will attempt to have the CHP present for the Security Town
Hall meeting.
The objective would be to discuss a
comprehensive, pro-active traffic
control program that may include:
1.
Awareness campaign – In the past, Lt Deck and Captain Elzig have communicated
with the CZ board and volunteered to launch such
campaign. Captain Elzig even volunteered to attend CZ Master Board
meeting and discuss the issue with residents!
- She was present at the last board meeting, in
spite of the rude reception she has gotten from the
current board.
2.
Visibility
– simply having a CHP patrol car around the most
dangerous roads minimizes speeding – even if the
vehicles are un-manned - most accidents occur in three
roads within Coto – hence these are not
“accidents”: These roads are Coto de Caza Drive, Vista Del Verde and San
Miguel.
3.
Community patrol
– as residents we have the duty to enforce the
corporation’s rules.
Neighborhood watches need to be coordinated
with the other security initiatives.
4.
Issuing
citations
– A strong deterrent – All violators should then
be held accountable for their actions.
5.
Monitoring
–
by monitoring relevant statistics (as compared to the
useless data currently collected by the board, and
communicating with the Neighborhood watch, the
community is best able to determine what adjustments
are necessary. We obtain accident data directly from the CHP and crime
data from CNN/Money.
Crime rate is higher in Coto de Caza than any
neighboring community gated or un-gated, including RSM.
The accident rate has been doubling every year
since Bob Varo fired the CHP without a suitable.
BTW:
We are holding the CZ Board, Keystone, legal
counsel, The OC Register and CZ Delegates who have
supported the board in its laissez faire approach to
security, for the recent fatality, as all the data we
have indicates this could have been prevented.
We
humbly request the board to take immediate action on
this proposal.
We
also ask resident to communicate with us if willing to
attend a Security Town Hall meeting instead of the
board scheduled City Hood Town Hall Meeting.

and let them know how you feel, as a board recall may
be necessary:

The
CZ BOD did cancel the meeting, but refused to make
available facilities for us to conduct a Security Town
Hall meeting. Our response to Keystone due to
another bone-headed decision:

course we know the official party line:
Keystone employees simply
"just follow orders" from the CZ
board, whether these are legal, ethical, moral or
otherwise.
Of
course we know that in following orders, instead of
taking care of CZ association business, Keystone
employees will follow orders and use association
funds, by using Keystone personnel to assist other
non-CZ entities to man special events, such as in golf
tournaments.
However,
we already know from Jerry Mezger that your marching
orders from the association, in regards to the number
ONE issue for Coto residents, which is personal
safety, will be to do NOTHING.
Which is what this BOD has done for the last
two years.

ITS SECURITY STUPID!
For
the last two years we have been flogging a dead horse
– come to think of it, perhaps it is a jackass!
The
issue is not about money – heck, the current board
subsidizes groups that when added up would pay for the
Sheriff, the CHP and perhaps some FBI, CIA and
Homeland Security services combined!
This
is not counting the $400,000 per year paid to UPS to
make sure the Prominent Coto Residents are not
inconvenienced!
is Not About Efficiency
Neither
the CZ Association Property Manager, Keystone
executives, nor the board know jack about using “key
business indicators” to monitor a traffic-control
program. When questioned about this, the GM simply responded:
“Monitoring
of the Security Company is done by observations, spot
checking gate visits or viewing monitoring cameras,
regular meetings with the on-site supervisor and
investigation of resident comments or complaints.
The Transponder verification program has been the
major activity currently being completed.” – if this is not a bone headed response we do not know
what is. Even after we have been repeating that the accident rate
within Coto is doubling every year, no-one bothers to
ask the CHP for the accident rate as THE KEY!
- we make this data available to the board and the
property manager and publish it in this forum - but
you know, we are simply flogging a jackass!
We know that the Accident Rate within Coto has been
the lowest when the CHP was responsible for
enforcement – We know Coto will set an all time high
accident rate in 2005, with the first known fatality,
without the CHP!
The
issue is not City Hood
Using
his WMP (Weapons of Mass Persuasion), Varo is quoted
by the OC Register as saying “Varo said he doesn’t
view the CHP contract as the permanent solution to the
community’s speeding problem.
He said “Coto needs to become a community
services district, that can act like a city, which
includes making direct contracts with law
enforcement” – OC Register
12/10/2005.
OK, perhaps we got ahead of ourselves when we
said that the GM’s response was bone-headed.
Varo’s statement as published by the OC
Register is not only bone-headed, is misleading,
irresponsible and plain wrong!
This is the excuse he has been using for over
two years, and yet in ONE day, when we demand that CHP
patrols commence or else, they start.
If the board, does now know,
or is unable to contract with the CHP, we
respectfully ask them to step down and let others who
know how to do it, do it! The argument the board
has been using is that the board cannot contract the
Sheriff directly, so they need to turn Coto into a
City - whereas previous boards contracted directly
with the CHP, and this board can do so as well, but in
the World
According to Varo/Mezger, that is tantamount to
dealing with extortionists! Using Varo/Mezger's
logic, Coto should get CHP services for free, since
residents pay taxes. Following this logic, then
they should also be asking to use toll free roads for
free, since residents pay taxes! Yet, they are
willing to turn Coto into a City to bring in the
Sheriff. However, doing this, residents would
have double taxation!
The
Issue is that Varo Hates the CHP
During
the December 8, 2005 CZ board of directors meeting,
Varo introduced CHP management as extortionists!
It
has been well documented that Varo hates the CHP.
Some have suggested that the reason is because
he feels the CHP
harassed Varo and his drinking buddies.
We are left wondering, since Varo has neither
confirmed nor denied these allegations, even though he
has been asked this question numerous times at least
via the Coto Discussion Forum.
But
the REAL Issue The Issue is Security Stupid!
We
suppose that if Coto residents buy into Varo's concept
of turning Coto Into a City, then Coto residents are
as stupid as he thinks they are, and they
deserve it.
Does

article goes on to say that certain cities spent
homeland security monies on air-conditioned garbage
trucks! You should see how THIS board spends
Coto resident's money!
THE
CZ THREE RING CIRCUS CHALLENGE
We herby challenge the CZ BOD (including the Traffic Safety and
Gate Access Control Committee), Keystone and UPS to
commit to reduce traffic accidents within Coto to 2002
levels by December 2006.
We believe that this objective is not only realistic, through the
pro-active traffic control program that has been
advanced to the board for the last two years (shown
below for convenience), but it is irresponsible to not
even attempt it.
Further, we believe that the most
cost-efficient, prudent and expeditious way to
implement it is through the use of the CHP, since the
association can avoid bureaucratic delays if it
continues with its misguided attempts to bring in the
Sheriff. Secondly,
the CHP is the domain expert, as it is the official government entity
chartered with traffic investigation, data collection
and reporting.
Recommended metrics is through periodic review and study of
accident data and corresponding corrective action.
If a program such as the one we have been promoting for the last
two years is adopted and does not yield the results we
expect, we pledge to shut down CotoBuzz.
MORE
THREATS TO COTOBUZZ!
Given
our relentless pursuit of the truth and our take no
prisoners approach to restoring law and order to
Coto,We have now made many enemies out of
Prominent Coto Residents, and Others, and as predicted
by Machiavelli, “by those who would benefit
from the status quo, and merely lukewarm defenders in
those who would gain by the new one”.
The history of CotoBuzz starts in the early days of the “secret
strategy” D&O Group meetings -
At that time, our response to Paul Young in
regards to his request to restrict access only to
like-minded residents to the first form of the Coto
discussion forum, we
expressed my disapproval citing
the following:
The
threats started with an ardent board supporter that
has since moved from Coto.
Even Jerry Mezger more recently has suggested
that we find something more important to do with
our time: That
is, he wants to not only control what we say, but also
what we do.
Given
the recent tragic events and how we have responded, we
have now received new threats, in the form of “I
know who you are and where to find you”.
Trying
to plan ahead an to make it easy for forensics, we now
maintain a computer file titled Jerry’s LOADS – a
List Of Ardent Deflectors Supporters, with any back
documentation as required – just in Case.
In a complaint registered with the California Attorney General in
August 2005, we
detailed CZ Association breaches and tell the AG:
“Paraphrasing the Godfather, I am not
superstitious, but if my neighbors, friends or family
see themselves suddenly in CC&R violation, I must
conclude it was not an accident! “
We now would like to modify the statement to add CC&R
violation and sudden violent accident!

For
over two years, through use of WMP (Weapons of Mass
Persuasion), and a perfected LID (Lie/litigate,
ignore/ignoramus, or Deny/deflect/delay) Methodology,
the CZ Board has held Coto security hostage.
There
is little debate in that, we ought to recognize the
great debt philosophical, scientific and mathematical
thought is owed Aristotle and his logic. Most recently, Fuzzy Logic was invented and as a result, we
can use auto-focus cameras.
However,
we have had a great deal of difficulty trying to
understand the type of logic used by the CZ in making
so many bad decisions, most of which would fail to
pass the Business Judgment Rule, and yet legal counsel
has done nothing.

In
order to understand the
World According to Varo/Mezger, One needs to
understand
the CZ
MHOABOD Language and Logic.
For
example, the two sentences below are indivisible with
justice for Prominent residents only.

Also,
using the CZ board of director's logic, , bringing in
a patrol, any patrol constitutes as Pro-active traffic
control - we have been trying to convince them
otherwise, for two years!
This
is the reason why, using CZ
MHOABOD Logic, the only way to answer the
question, when can we expect to have a pro-active
traffic control program? They need to turn Coto into a
City.
The
consequences of this fusing is a state of never, never
nebulosities of open ended possibilities generated by
obfuscating motives offered by integrated management
options engendered by snorkeling for clear signs of
red-colored herrings schools said to lurk in murky,
muddy waters of CSD and county bureaucracy,
followed by responsive transitional scenarios
of exhaustive journeys traversing countless of nests
rats these might have wondered into,
or simply synchronized incremental time-phase
scenarios illustrated by sliding down the myriad of
slippery slopes available as result of activating the
wrong latch
The
sick part is that Varo/Mezger have been misleading
Coto residents into believing they had a handle on the
security issue. Further,
they manipulated the OC Register into believing that,
in order to bring back law and order to Coto, Coto
must address the City Hood issue.
Obviously, this
is false, is misleading and it is irresponsible.
We warned them several times during the last two
years, including asking legal counsel to compel the
board to articulate and implement a proactive traffic
control a couple of weeks before the
recent fatality. We also requested to perform a
security audit one week before the recent fatality.
As
explained above, what Varo/Mezger have done is
fuse two issues:
1) Their dislike for the CHP with the excuse
that the (CHP) services should be provided to Coto for
free – the cost of which is pittance in comparison
to the waste currently being generated by the
“good guys” (see below) and 2) Security -
These are two totally independent issues, with
security being the number one concern for Coto
resident. Yet, after repeated calls to cancel
the City Hood Town Hall Meeting scheduled for January
5th, 2005, the board simply canceled the
meeting. Varo/Mezger, and by implication the
rest of the board have place a much higher priority to
pursuing their personal agendas, over the security of
Coto residents.

Securitas, the world's largest security
company, with arguably one of the smallest in
the region, Robert Varo, president of the CZ
board of directors
claimed to have received a compelling
offer and program from UPS
Audit
to review such offer uncovered no evidence due
diligence was used. No evidence of
compelling offer, no evidence of scope of
services and repeated requests to the CZ BOD
for evidence that competitive bidding was used
were not responded to.
In
fact, the evidence shows that Keystone, the
property manager personnel assigned to the CZ
association, has no clue what due diligence
is, nor is versed in the procurement process.

residents that in order to bring in the
Sheriff, Coto needs to turn into a City- and
presto, they have accomplished what they

will only come into an enforcement mode on
private roads when invited and contracted to
do so by the owner of the road(s) in

a person with a two digit IQ can see through this and
realize there is no way these decisions can stand up
in court and be argued they meet the Best Business
Judgment Rule – can they?
NOTE:
Even though we use Varo/Mezger in this
discussion, it is obvious the other board members are
simply Varo/Mezger's puppets - as they have refused to
respond to ANY question we have posed to them.

HOLDS CZ BOD/OC REGISTER RESPONSIBLE
For
some reason, the OC Register has painted
the current CZ BOD in an extremely positive light.
This type of reporting has been unfair,
unbalanced, misleading, and at times, plane wrong and
irresponsible. We have communicated with the
various reporters and have given them pro-con contacts
on several issues - their response? Just like
the one we get from the current CZ boards - which is
why we have demanded that the OC Register assume a
share of the responsibility for the recent fatality,
given that their coverage may have contributed to an
environment of complacency. The reward issued by
the OC Register to the reporter? A promotion to San
Clemente Sun Post News, effective immediately!
We
have been trying to build a statistical model that
shows correlation between the board being in hot
water and how CanyonLife has responded in the
past: At
the moment we can easily say CanyonLife has
responded with a positive article.
Sort of like a coordinated response between
the board and CanyonLife, and one would have to
conclude that perhaps there is a “special
arrangement” between the CZ Board and the
CanyonLife – That is, it is almost as if the
CanyonLife is the official PR agency for the CZ
Board.
For
example, when the
GM was asked what he and the board were
doing with regards to security, the CZ
board/CanyonLife response was to portrait the
board’s laissez faire attitude as the right one,
leaving readers to infer that if the board was
being pro-active in this matter, it would
constitute building a police state – and of
course, the board’s drinking buddies,
libertarians, irresponsible social drinkers and
anarchist would support
the board: Klug
said. "People think we have police power, and
we don’t." - CanyonLife April 11, 2005
When
we questioned the process used by the board to
appoint Lyle, and once we knew that the GM had
either lied, or simply been grossly mis-informed,
The August 12, 2005 issue of CanyonLife
quotes the Lyle, as saying:
“I stake my reputation on honesty,
and I believe that a community is as good as the
residents who love there”.
In the same issue, to the
CanyonLife’s question of “What are the
challenges you see facing Coto de Caza?”, Lyle
responds: “Traffic Control.
There are too many people driving
ridiculous speeds because there is no police
enforcement….I blame that a lot on
soccer moms”
This is after concerned residents had
been begging the CZ BOD for more than 24
months to bring back the (fired) CHP and to adopt
a pro-active traffic control program.
Although several programs were proposed,
none was even considered that we know of.
When
we criticized the GateNoWorks program, the next
issue of CanyonLife came out showing all the
virtues of the new program, and no counter-balance
– even when we provided the reporters with
contacts that would testify to the good, as well
as to the negative.
But
one of the most damning articles is the one
contained in the 12/9/05,
CanyonLife "For
three years, ending in January 2004, the CHP was
contracted for traffic enforcement; the
development association paid about $115,000 a year
for up to 40 hours a week of patrols. CZ Master
Association President Robert Varo said the
agreement was ended because the community
was not getting enough services for the money it
paid". We
know differently:
We know that Varo hates the CHP and loves
the Sheriff and will do anything in this power,
even going through the city hood motions – he
knows he cannot manipulate the CHP.
In fact, Varo during the last board
meeting, Varo launched insults at CHP management,
charges that if confirm would simply qualify the
CZ board and CanyonLife as the old adage says
“Takes One to Know One” – We are waiting for
CHP management for permission to publish these
charges.
And
of course, the CanyonLife never used ANY of the
information we provided them that irrefutably
shows the board has been negligent with regards to
security! If
you are not convinced, we have a lot more
examples!
So,
is it simply a coincidence that a negative CZ
board action is followed by a positive CanyonLife
report ?– we are working the numbers, however
preliminary indications are that one would be
better off playing the lottery, than predict all
these events are random!
WEAPONS
OF MASS PERSUASION
Through
effective use of the OC Register and a carrot and
stick, the CZ BOD has convinced a number of followers
that the only way in which the CZ board can provide
traffic control, is by turning Coto into a
City. One month the board simply says,
"The Sheriff is coming, the Sheriff is
coming". Then the next month thhe board
argues that they cannot contract directly for patrol
services - instead, the residents need to
approve Coto turning into a City.
For
example, the
OC Register 12/10/2005 edition quotes Bob Varo as
saying : “Coto
needs to become a community services district, that
can act like a city, which includes making direct
contracts with law enforcement”. We asked the
board for clarification as shown below, along with
Jerry Mezger's reponse:

As
me prepare for the Security Town Hall Meeting
Scheduled for January 5, 2006 at the Golf Club, we
want to make sure we maximize our time. Therefore, I respectfully ask you individually and
collectively to clarify the following.
1.
During the last board meeting, as a way of
introducing the CHP, Bob Varo charged that the CHP was
extorting the CZ Association.
- Is this an
individual opinion, the opinion of the CZ board of
directors, the majority, or the minority?

Failure
to respond by 12/19/2005 will be viewed as
confirmation that

charge of extortion, as well as the CSD position is
indeed a CZ board position that has been given the
green flag by legal counsel.
Response to CotoBuzz from Jerry Mezger 12/14/2005
I
can only speak for myself, but I don’t believe
the CHP is acting in a responsible manner.
The CHP insists they are charged with traffic
enforcement in unincorporated areas, but since
they are not required to perform such services in
private communities, they choose not to unless
they are paid despite the fact that our tax
dollars already pay for such services. I
don’t need to put a label on it.
On
the CSD, I’ve made my opinions known that I
think Coto’s residents should evaluate the pros
and cons and make a rational decision after all
the facts are known. That’s all. Any
decision on a CSD falls upon the community’s
residents. There is no decision to be made
by CZ or any other HOA.
CZ
had called for a
CSD
Town Hall
meeting for January 5th, which you are
trying to co-opt into your own Security Town Hall
Meeting. You are perfectly welcome to
organize it, set your own agenda and conduct your
own meeting. Other people have organized and
conducted meetings in the past on various topics,
all at their own expense. As for the
CSD
Town Hall
meeting, right now I believe it is unlikely that
it will happen on January 5th. I
still feel Coto should have one, but I think more
time is needed to properly organize it.

Thank
you for your prompt response.
You
have confirmed that you agree with Bob Varo, that
the CHP is trying to extort the association.
With
regards to priorities, you also believe it is more
important to address CSD issues than security issues.
Ditto for the request to use the facilities
It then follows that you believe the benefit the association
derives from spending $400,00/years (including
Keystone’s overhead) on useless UPS patrols is much
more than what it gets from the CHP.
For your reference, today, we would, without
reservation, agree to a contract with the CHP for over
$250,000/year. The UPS budget would then be reduced
accordingly.
We believe that saving lives is more important than, than having
patrols selectively issue citations for illegal
parking.
PROACTIVE
TRAFFIC CONTROL PROPOSALS
For
the last two years, we have been asking the board not
only for a pro-active traffic control program,
but for a comprehensive security program (crime and
accident prevention and privacy)
We
have advanced numerous proposal, including a
pro-active traffic control program such as the one
listed below. The response from the Board.
You guessed it - Zilch, nada, which is why we are
asking for them to step down, as wel as executives
from the property management company and the
associations legal counsel:
1.
Awareness campaign – In the past, Lt Deck and Captain Elzig have communicated
with the CZ board and volunteered to launch such
campaign. Captain Elzig even volunteered to attend CZ Master Board
meeting and discuss the issue with residents!
- She was present at the last board meeting, in
spite of the rude reception she has gotten from the
current board.
2.
Visibility
– simply having a CHP patrol car around the most
dangerous roads minimizes speeding – even if the
vehicles are un-manned - most accidents occur in three
roads within Coto – hence these are not
“accidents”: These roads are Coto de Caza Drive, Vista Del Verde and San
Miguel.
3.
Community patrol
– as residents we have the duty to enforce the
corporation’s rules.
Neighborhood watches need to be coordinated
with the other security initiatives.
4.
Issuing
citations
– A strong deterrent – All violators should then
be held accountable for their actions.
5.
Monitoring
–
by monitoring relevant statistics (as compared to the
useless data currently collected by the board, and
communicating with the Neighborhood watch, the
community is best able to determine what adjustments
are necessary. We obtain accident data directly from the CHP and crime
data from CNN/Money.
Crime rate is higher in Coto de Caza than any
neighboring community gated or un-gated, including RSM.
The accident rate has been doubling every year
since Bob Varo fired the CHP without a suitable.
EXCERPTS
FROM REQUEST TO THE OC REGISTER FOR FULL RETRACTION
As
you may know, we previously demanded an apology from
the OC Register for its sloppy and irresponsible
reporting that promoted the CZ Master Association
laissez faire attitude toward law and order and has
led to a record high accident rate in the community,
including a fatal accident.
The
article titled Fatal Accident Spurs Patrols in Coto,
in the December 10, 2005 issue is case in point: The
article advances the board’s position that in order
to have a permanent solution to the traffic control
issue, the association first needs to decide the city
hood (CSD) issue. The reason being that only a CSD can contract directly with a
traffic control agency.
Which is not only misleading, but it is also
false, and irresponsible – we are now requesting a
full retraction with an apology.
Especially given that one of the reporters
responsible is now being characterized as having been
promoted!
The
facts are:
- The CSD issue is totally
independent of the security issue and the board
can negotiate directly with the CHP, the only
tried and true solution known to Coto.
- For some unknown reason, the
board has decided to pursue the CSD issue at a
higher priority than to bring back law and order,
by hiring the CHP
- The Association, at least Robe
Varo and Jerry Mezger are not partial to the CHP.
They in fact have charged the CHP with
extortion. For
context, the total “extortion” is about
$110,000/year.
However, the board thinks nothing of paying
close to $400,000 for useless private patrols to
selectively cite illegally parked cars.
They also think nothing of redefining the
term community, as commonly used in Common
Interest Development circles, to grant subsidies
to various groups, in additional to certain
free-loaders – that is, residents who enjoy the
association infrastructure, without paying
anything.
- The accident rate within Coto
when the CHP was here in 2002 was roughly one per
month. Since
the CHP left Coto, the accident rate has double
every year. 2005
will be a record setting year in terms of
accidents, including the only known traffic fatality within the community.
- We previously cited
CNN/Money’s statistics showing the crime rate
within Coto to be higher than any of the
neighboring fated or un-gated communities. In 2002, Coto was listed by CNN/Money
as one of the best places to live and to
retire. Currently,
it is not even listed.
- The CZ Board scheduled a CSD
Town Hall Meeting for January 5th 2006.
When we pressed them to cancel, and table
to topic, until
the security issue is addressed, the board
reluctantly cancelled the meeting, but has refused
to allows us the facilities to continue the
security discussion.
- Multiple comprehensive security
proposals have been presented to the board, and
not one has ever been considered.
Yet the board has failed to articulate one,
even when OC Register headline read “Coto de
Caza Has Traffic Plan”
- The CZ has used legal funds to
squelch free speech
- Multiple California Attorney
General Complaints have been filed for breach of
fiduciary duty.
- We have issued the CZ board the
following challenge:
- We herby challenge
the CZ BOD (including the Traffic Safety and
Gate Access Control Committee), Keystone and UPS
to commit to reduce traffic accidents within
Coto to 2002 levels by December 2006.
We believe that this objective is not only realistic, through the
pro-active traffic control program that has been
advanced to the board for the last two years (shown
below for convenience), but it is irresponsible to not
even attempt it.
Further, we believe that the most
cost-efficient, prudent and expeditious way to
implement it is through the use of the CHP, since the
association can avoid bureaucratic delays if it
continues with its misguided attempts to bring in the
Sheriff. Secondly,
the CHP is
the domain expert, as it is the official government
entity chartered with traffic investigation, data
collection and reporting.
Recommended metrics is through periodic review and study of
accident data and corresponding corrective action.
If a program such as the one we have been promoting for the last
two years is adopted and does not yield the results we
expect, we pledge to shut down CotoBuzz.
