Coto de Caza and Ladera Ranch 1Q2011 Public Safety Review

Coto de Caza, CA –By its own words and actions, it is fair to argue that Coto de Caza’s local governance is not only apathetic when it comes to public safety, but its own actions actually result increase the risk to residents. Worse, seems like adults in Coto de Caza have similar views as the local governance.
Our research over close to ten years indicate that whether a community is safe or not, is primarily a function of residents and local governance, not law enforcement. Consider that when a city in Orange County is deemed the safest city, what about the other 11 cities or the unincorporated areas? What about Coto de Caza with the highest crime rate in history in early 2010. After all, only common denominator is that the OCSD is the law enforcement agency. What does the OCSD do differently in the safest city, as opposed to the least safe city under its watch?
As to the similarity in outlook between the local governance and the Coto residents, take for instance the distribution of citations issued by the California Highway Patrol (CHP) in Coto de Caza for the period March1, through March 31, 2011. 50% of all of the citations were issued to people 40 years and older, and less than 25% to individuals 24 years and younger. This is not an exception - this distribution is typical of Coto de Caza whether it is for crime and vandalism, or moving violations and continues to be in stark contrast to other communities, including Ladera Ranch. Now, all is is not lost. While the crime and vandalism rate for Coto de Caza reached an all time high by the end of 3Q2010, by 1Q2011, the rate was down significantly. The bad news is that the fluctuations have not plausible explanation, other than either the figures being statistically insignificant, to data manipulation. At this moment, we do not have a definitive answer.
In contrast, trending for the Ladera Ranch is more predictable, including moving violations, crime and vandalism and age distribution as shown below.

complaint against the CZ Master Board of Directors, and their agents

Suite 140, Tustin, California 92780. The current CZ Master Board
of Directors and their agents have consistently acted in violation of
their fiduciary responsibility, our governing documents and laws of
the state of California specific to homeowner and corporate governance
codes and statutes as follows The
