If It is Friday Night, Its DUI Checks

Rancho Santa Margarita, CA - The Avoid the 12  DUI Task Force will be conducting DUI roving patrols in the cities of Dana Point, San Juan Capistrano and San Clemente today,  Friday, April 16, 2010. 

These Multi-City DUI teams will target areas that have a high incidence of DUI-related arrests and collisions. The goal of the program is to reduce the rate at which the citizens of Orange County are killed or injured in DUI-related collisions. Through implementation of these events, the Orange County Sheriff’s Department hopes to significantly reduce deaths, injuries and property damage.

According to the Orange County Sheriff's press advisory, County Sheriff’s Department Deputies are committed to working hand-in-hand with their contract city partners in providing a safe environment for the motoring public. Funding for this program is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

While the Avoid the 12 Task Force serves a useful purpose,  the buck stops at city hall:  Whether that city is considered the safest city or not, is mostly a function of the leadership displayed by city hall - such leadership includes vision and a willingness to engage with residents, supporters and critics alike. The OCSD is a service provider, which merely implements the statement of work defined by city hall.  Typical politician's and  union’s simplistic approach to public safety by merely  throwing more bodies to the problem, instead of applying common sense solutions,  is simply not sustainable

Effective public safety in a given city  is  NOT as much a law-enforcement function as it is a responsible city hall adopting the right framework for the community - for example, adopting LEEEO

L – Leadership - refers to local governance and community leaders

E – Engineering - refers to infrastructure, lighting, signage, etc.

E- Education – inspiring and educate residents on the importance of respecting law and order,

 E – Engagement – coordination between law enforcement agencies and residents

Take for instance the leadership demonstrated by the cities of Lake Forest and Mission Viejo: Lake Forest's ordinance issuing a 45-day moratorium on medical marijuana dispensaries in the city or the Mission Viejo City Council  pioneering work with underage drinking, being the county's first to pass the Social Host ordinance.  Certainly these two cases illustrate a more cost-efficient and proactive approach to public safety than say the AVOID program final 2009 Holiday results  which required three law enforcement agents  for every  arrest.

The Audacity of Coto de Caza Stupidity

In covering public safety in the community for the last six years, I have learned that the GRUP Syndrome aka Michael Jackson’s Syndrome – where adults refuse to grow up, is not only alive and well in Coto de Caza, but is also thriving.

Coto de Caza Traffic Citations – Trading Places- We have often referred to the GRUP, Peter Pan and even Michael Jackson Syndrome – where adults refuse to grow up - and usually associated with  traffic citations.  This time is no different.  Looking at snap shots of citations throughout 2008:

Public Safety Data Indicates GRUPs Continue to be an Issue in Coto de Caza- Coto de Caza, CA - The latest public safety data from the Orange County Sheriff's department shows the crime  rate in Coto de Caza continues an upward trend that started at the end of December of 2007 and reached a peak by March of 2008.

CHP DOES ITS JOB – CZ BOARD  PLEASE DO YOURS!  Despite the public abuse the CHP has received from the Coto de Caza board of directors ever since the board was coerced into bringing the CHP back for pro-active traffic patrol, figures indicate that the CHP is doing its job:  Trend for accident rate is down and close to pre-firing levels.   Just as important, the number of Coto residents arrested for DUI is down.
