Coto de Caza Refuses to Grow Up,
Ladera Ranch Is Normal

Coto
de Caza, CA - The Coto de Caza demographics
have been changing for the last ten years, with the
average age rapidly increasing while the total
population declines - and the number of visitors
increase. That should be good news for traffic
accidents and crime and vandalism - right?
Wrong! We previously warned residents and
visitors alike to drive in Coto at their own
peril. We are renewing the call, based on the
latest California Highway Patrol (CHP)
statistics:
Consider
that for close to a decade, we have consistently shown
conclusive evidence that there is a direct correlation
between the extent of the CHP traffic
enforcement efforts and the number of traffic
accidents in the community:

When
in 2002, the CZ Master Association board
of directors fired the CHP without a suitable
alternative, the accident
rate climbed up significantly culminating
on a traffic fatality on December
7, 2005, the first traffic fatality in the
community. Eventually, the board was
coerced into bringing back the CHP, however, it
let road certification expire, neutralizing
the CHP effectiveness, as the CHP could not
issue citations, and the second traffic
fatality was recorded three months later.
With
this background in mind, the CHP
statistics for the quarter ending September
30, 2010 are a deja vue
showing troubling danger signs. |

de Caza Traffic Accident/Fatalities Cause-Effect |

By
far, the number one reason for CHP citations in Coto
is due to speeding. On the other hand, while the
number of speeding citations issued by the CHP in 2009
was 63, the number of speeding tickets in 2010 is down
to 37 - almost a 50% reduction.

That
is the good news. The bad news is that
the number of traffic accidents has been
climbing since the third quarter in
2009. Coincidentally, the number of CHP
patrol hours decreased from an average of 100
hours per month in 2009, to merely 77 in
2010. The obvious message?
Unless the number of CHP patrol hours start to
increase, the community may not have to wait
too long to experience its third traffic
fatality in five years |

Even more bad news is that
residents of Coto de Caza refuse to grow up, as
evidenced by the abnormal breakdown of citations by
age group, with the age group of 40-years and older
receiving almost half of the citations as all other
age groups combined. This is not a surprise, as
we have previously called Coto
de Caza GRUP City

A
GRUP is someone who has failed to
grow up. Intentionally. It is someone who has
not just failed to put away childish things,
but is happily tossing them around. Similar to
the images conveyed by Michael Jackson’s
Peter Pan, and perhaps to make it more
appealing to the masses, New York magazine
writer Adam Sternbergh came up with the term
“Grup”: In Sternbergh’s words, a Grup
“…. owns eleven pairs of sneakers,
hasn’t worn anything but jeans in a year,
and won’t shut up about the latest Death Cab
for Cutie CD. But he is no kid. He is among
the ascendant breed of grown-up who has
redefined adulthood as we once knew it and
killed off the generation gap” |

The Ladera Ranch traffic
accident trending is also very much predictable
- when the CHP patrol hours were reduced due to
manpower issues, the community raised a stink:

during
the 2007 CZ Master Association Candidate’s
Night, incumbents Varo/Mezger insisted
that because Ladera Ranch residents were
making a public spectacle, CHP hours that
otherwise might be allocated to Coto de Caza,
were not. Since Coto residents have not taken
the time nor the effort to make a public
spectacle about public safety, ever since,
Ladera Ranch residents have been the direct
beneficiaries of a low and relatively
stable accident rate. |

Good News Bad News for Coto de Caza Public Safety

After much trepidation on the part of the Coto de Caza board of directors
and much consternation from the community, the CZ Master Association
board of directors renewed the contract
with the California Highway Patrol (CHP)
for traffic enforcement, as well it should. The other alternatives
would have been to contract with the Orange County Board of Supervisors
for OCSD services, or simply not have traffic enforcement. The
last time this happened in the community, two
traffic fatalities happened
within a three month period, whereas OCSD
accountability is questionable at best.
COTO
DE CAZA - CZ ASSOCIATION BOD COMPLAINT- I am writing on behalf of Coto
De Caza Concerned Citizens and as a former Board Member of the CZ Master
Association, a 3,500 member homeowners association located in Orange
County, California. This letter constitutes a formal complaint
against the CZ Master Board of Directors, and their agents CJ Klug at
Keystone Pacific Property Management, 29883 Santa Margarita Parkway,
Rancho Santa Margarita, California 92688 and James Harkin, representative
attorney at Caine, Walker and Harkins, 17821 East 17th Street,
Suite 140, Tustin, California 92780. The current CZ Master Board of
Directors and their agents have consistently acted in violation of their
fiduciary responsibility, our governing documents and laws of the state of
California specific to homeowner and corporate governance codes and
statutes as follows
The
Audacity of Coto de Caza Stupidity In
covering public safety in the community for the last six years, I have
learned that the GRUP Syndrome aka Michael Jackson’s Syndrome – where
adults refuse to grow up, is not only alive and well in Coto de Caza, but
is also thriving

terminating the CHP contract for pro-active traffic control by the end of

have been steadily declining since the tragic death of Ms. Woolsey and Mr.
Manian in December 2005 and March 2006 respectively, the first three
months of this year have been disastrous yielding at least four injuries

recorded in all of 2008.
