The Return of The DaVaro Deception

Rancho
Santa Margarita, CA - That great sucking sound you
hear comes from all the jobs leaving California for
states such as Utah, Nevada, Arizona and Texas.
All thanks to the union,
lobbyists and thousands of parasitic
bureaucracies, such as LAFCO, which are sucking
the economic life out of the state.
Yet,
as LAFCO postpones action on Coto Cityhood, CZ Master
Association director Bob Varo continues with the same
tired argument, without any substantiation, that
Coto de Caza would get better service from the county,
including Orange County Sheriff Department services.
This at a time when the crime in the community
is an all time high.
Research clearly demonstrates that public safety is not a function of what law enforcement agencies do, but what city hall does. In this case, the buck stops with the CZ board of directors: For example, the Orange County Sheriff's Department's blog will usually proudly post a press release announcing how happy the department is because a city like Mission Viejo is one the safest cities. What about the other 11 cities or the unincorporated areas? What about Coto de Caza with the highest crime rate in history in early 2010. After all, only common denominator is that the OCSD is the law enforcement agency. What does the OCSD do differently in the safest city, as opposed to the least safe city under its watch?

If
that is not sufficient, then turn to Rancho
Santa Margarita Supplier Management practices:
Gary Thompson, is an incumbent Rancho Santa Margarita
council member, was fired from his Finance Director
position in Menifee and hired an auditor
to probe the city's internal financial controls,
focusing on the city's supplier management process and
controls. The folks who broke the story on
Thompson’ termination, have also concluded that
contracts offered to other RSM council members have
been largely along the lines of the good old boy
network. That is, if you think that the CZ supplier
management practices stink, you may just be surprised
that the grass ain’t no greener across the street.
But,
wait, there is more: RSM pays the county $8.5
million/year for OCSD services. The state is
supposed to conduct an audit to make sure the services
renderd are on the up and up. To date, the state
has fail to conduct any audit in the county, the
department does not keep records that would enable a
business manager determine with a degree of certainty
that the $8.5 million dollars are not being wasted,
and no RSM city council has been willing to go on
record to propose a fiscally responsible management
alternative.
So,
perhaps instead of asking the county to deliver better
services, how about asking the CZ board what they are
doing soling out $3 million +/year in subsidies to
non-CZ residents? Or how about asking what CZ
residents get from the $1.7 million/year safety
budget - gate access, parking violations & CZ
courier services?

quarter of 2009 show few surprises, although in
