Coto de Caza, CA - We previously wondered whether the actions taken by Coto de Caza's CZ Master association against its next door neighbor, the Village homeowners association for "call center abuse" was an indication that finally the CZ board of directors actually got it and were taking a small step toward fiscal responsibility, or simply a giant leap toward the commercialization of resident's private information. A plausible answer is contained in the latest association's newsletter.

Although the CZ Master Association subsidizes other homeowners’ associations and businesses within the community, including the Village,  at the tune of over $3 million dollars per year the board  announced it was going to be charging the Vilagers $1.15 per minute to cover the costs of calling in vendors and guests, supposedly to visit the Village.  Of course, once inside the Coto de Caza gates,  guests and visitors have access to all of Coto’s  de Caza's facilities.

 


After reading the latest CZ Master association newsletter considering building a Dog Park and a community center, we figured it could be the answer to keptics who thought the CZ's s actions against the Villagers for phone abuse were not as much a sign of fiscal restraint as much as geared towards cowing residents into using the association's website to generate more traffic.

Although crime and vandalism in Coto is at an all time, the association has done nothing about, it however the board wants to spend more money on building a dog park and a community center.  Guess what one unintended consequence will be?

Joe Morabito, former member of the CZ board of directors has asserted in the past that given changing demographics in the community, a better use of community funds would be to set up a bocce ball court, rather than subsidize a Polo Court, Horse Trail or even a Sports Park, much less a Dog park. For certain, the Dog park will attract more foot traffic from non-dues paying members; Just consider that the crime and vandalism rate has continued to increase  in Coto de Caza,  since the release of the new website and the opening of the new Polo Arena as shown in the chart above.

The Man himself, Mr. Morabito writes: 

As someone who owns two commercial office buildings, I am not so sure it makes sense for CZ to build a Community Center for $1.3 million in lieu of spending $60,000 a year on rent. Aside from the cost to build the building, which would require a special assessment and/or a big dues increase, it is likely that CZ will spend more than $60,000 a year on maintenance of this building. There is no free ride. Specific to the $15,000 a year spent to maintain the original Welcome Home Center , it can be torn down and hauled away to end that expense. CZ should think long and hard before going down this road. This may not be a good idea in earth quake country. It is just one more thing to maintain and it will be functionally obsolete the day it is finished. 


Further, I find it interesting that we are looking at building a Dog Park when we have no multi-generational park in Coto. And, in the past, it was determined that CZ would experience liability from a Dog Park . In any case, as far as I am concerned, I do not support the building of a Dog Park until I get my bocce court and walking trails designed for seniors. Can we put the people who are paying all the bills first please."

We suggested that perhaps Mr. Morabito was not looking at the issue with the rate frame of mind. We suggested he uses Vice President's Joe Biden's "funny math", as in Imaginary J-numbers - you know, the ones he uses to conclude the US administration is creating jobs.

His response: "Just like Obama’s Washington Huh? The President is going to spend Trillions to save us Billions. Well dah!. It is the new math."

It did sound good for a few minutes - you know,  a boccce ball court and all the stuff about fiscal responsibility!

Good News Bad News for Coto de Caza Public Safety - Coto de Caza, CA - After much trepidation on the part of the Coto de Caza board of directors and  much consternation from the community, the CZ Master Association board of directors renewed the contract with the California Highway Patrol (CHP) for traffic enforcement, as well it should.  The other alternatives would have been to contract with the Orange County Board of Supervisors for OCSD services,  or simply not have traffic enforcement.  The last time this happened in the community, two traffic fatalities happened within a three month period, whereas OCSD accountability is questionable at best.

COTO DE CAZA - CZ ASSOCIATION BOD COMPLAINT- I am writing on behalf of Coto De Caza Concerned Citizens and as a former Board Member of the CZ Master Association, a 3,500 member homeowners association located in Orange County, California.  This letter constitutes a formal complaint against the CZ Master Board of Directors, and their agents CJ Klug at Keystone Pacific Property Management, 29883 Santa Margarita Parkway, Rancho Santa Margarita, California 92688 and James Harkin, representative attorney at Caine, Walker and Harkins, 17821 East 17th Street, Suite 140, Tustin, California 92780.  The current CZ Master Board of Directors and their agents have consistently acted in violation of their fiduciary responsibility, our governing documents and laws of the state of California specific to homeowner and corporate governance codes and statutes as follows

CHP DOES ITS JOB – CZ BOARD  PLEASE DO YOURS!  Despite the public abuse the CHP has received from the Coto de Caza board of directors ever since the board was coerced into bringing the CHP back for pro-active traffic patrol, figures indicate that the CHP is doing its job:  Trend for accident rate is down and close to pre-firing levels.   Just as important, the number of Coto residents arrested for DUI is down.
