Small Step For Coto de Caza Fiscal Responsibility?
Or a
Giant Leap to Commercializing Private Information?

de Caza, CA - The Coto de Caza CZ Master
Association subsidizes
other homeowners’ associations and businesses within
the community at the tune of over $3 million dollars
per year. In
an apparent move toward fiscal responsibility, the
Village homeowners association has announced it will
be charged $1.15 per minute to cover the costs of
calling in vendors and guests, supposedly to visit the
Village –once inside the Coto gates however, such
guests and visitors have access to all of Coto’s
amenities and not restricted to the Village.
The
Village HOA? advice?
“Be a good Villager, use your computer,
instead email your list” – in essence, make
use of the new CZ website – which in the past we
have recommended other users to opt-out, given the
questionable privacy
practices.
On
the other hand, assuming that the CZ Master
Association is finally realizing the need to reign in
on subsidies and not merely trying increase website
traffic, perhaps the association can start
collecting dues for the use of other high-maintenance
amenities, such as gate access:
The CZ Master Association spends over $1.5
million/year on cosmetic “security”.
Cost to the Village and other homeowners’
association? Zero,
Zilch, Nada. Or
what about the cost of the California
Highway Patrol (CHP) for proactive traffic
enforcement – cost to the Master Association?
Roughly $120,000/year, while the Village and
other associations is, you guessed it: Zero, Zilch,
Nada
Or
what about the use of horse trails – given that 99%
of the users are non-dues paying Coto guests and or
visitors. Or
what about the use of the Sports Park?
Let’s
hope that charging the Village for call center support
is a small step to fiscal responsibility and not a
giant leap to commercializing resident’s
private information.

News Bad News for Coto de Caza Public Safety
- Coto de Caza, CA - After much
trepidation on the part of the Coto de Caza board of
directors and much consternation from the
community, the CZ Master Association board of
directors renewed the contract
with the California Highway Patrol (CHP) for
traffic enforcement, as well it should. The
other alternatives would have been to contract with
the Orange County Board of Supervisors for OCSD
services, or simply not have traffic
enforcement. The last time this happened in the
community, two
traffic fatalities happened within a three month
period, whereas OCSD
accountability is questionable at best.
COTO
DE CAZA - CZ ASSOCIATION BOD COMPLAINT- I am
writing on behalf of Coto De Caza Concerned Citizens
and as a former Board Member of the CZ Master
Association, a 3,500 member homeowners association
located in Orange County, California. This
letter constitutes a formal complaint against the CZ
Master Board of Directors, and their agents CJ Klug at
Keystone Pacific Property Management, 29883 Santa
Margarita Parkway, Rancho Santa Margarita, California
92688 and James Harkin, representative attorney at
Caine, Walker and Harkins, 17821 East 17th
Street, Suite 140, Tustin, California 92780. The
current CZ Master Board of Directors and their agents
have consistently acted in violation of their
fiduciary responsibility, our governing documents and
laws of the state of California specific to homeowner
and corporate governance codes and statutes as follows

Audacity of Coto de Caza Stupidity
In covering public safety in the community for the
last six years, I have learned that the GRUP Syndrome
aka Michael Jackson’s Syndrome – where adults
refuse to grow up, is not only alive and well in Coto
de Caza, but is also thriving
REQUEST
TO RENEW CHP CONTRACTI understand that the
CZ Master Association board of directors is seriously
considering terminating the CHP contract for
pro-active traffic control by the end of the year.
As you may know, my father, Mr. Morteza Manian was

Responding to ad hominem missiles lobbed by defenders
of the various CZ Master Association (CZMA) subsidies,
former member of the CZMA board of directors, Joseph
Morabito figures that he “.. is upset with me now
because I keep hitting the subsidy issue and he
apparently is active in the Sports League. At
some point, the Board will have to deal with the
subsidies going to non-members and even Members who
are not paying their fair share of the extra expense
they are causing the Association” and our response

complained about them is 69/75 = 92%. This is in stark
contrast to Community Association Institute's (CAI)
claim that 95% of the people living in associations
love them
