have probably heard seen or heard the Toll Road’s
commercial “Saves
time. And a whole lot more.” The “more”
apparently is not necessarily money nor peace of mind,
at least for a certain Coto de Caza resident caught in
an unfortunate incident in the Toll Road. On 3/29/09, at approximately 0005, on the Southbound 241 Toll Rd, the driver of a speeding white car hit Patti Patterson’s car three times. The impact caused Ms. Patterson’s car to spin off into the dirt median. According to Ms Patterson, her car spun at least six times, almost rolled and then came to a stop on the edge of the Northbound lane. Ms. Patterson sustained a severely sprained left shoulder and a large hematoma on the left side of her forehead, resulting in blurred vision and needing to miss three days of work as a result. As
luck would have it, all of this happened in front of
the Toll Rd. cameras.
Ms. Patterson called the Toll Road office
the next day, where
she was informed that something had to trigger the
cameras, such as lack of a front plate or
non-paying patron At the time of the incident, Ms
Patterson recalls there were no other cars on the road
and she actually counted
seven passing cars in
about one
hour period. A cursory review of the facts would lead one to believe that
Transportation Corridor Agencies (TCA) would have no
problem identifying the offending vehicle.
But just like any other bureaucracy there seems
to be a lot of red tape to cut through first.
The first responders were CHP officers from San
Diego, who eventually turned the case over the Officer
Yoon in CHP Case NCIC 9675.
TCA spokeswoman Jennifer Seaton
has been of no help
and , and CHP spokeswoman Jennifer
Hink is reportedly
following up.
However, repeated attempt to reach Officer
Hilk to see if she has been successful in her
follow up, have gone unanswered.
Just today we were following up with the California Law
Revision Commission’s (CLRC)
Executive Director Brian Hebert.
We wanted to know why in a Public Records
Request filed to review telephone records and expense
reimbursement for CLRC staff, there was a back period
– a period where telephone records were missing. He
attributed the missing documents to a “service
provider failure”.
When questioned further was to what the CLRC
was prepared to do to make sure the agency would be
responsive to future PRA requests, Mr. Hebert reasoned
that his agency was not big enough and had to
outsource its facilities’ needs.
The short conclusion to this story is that such
CLRC response supports our continued argument that in
order to solve California’s Budget crisis, lawmakers
need to step up and eliminated and or consolidate some
80%
of the bureaucracies, such as the CLRC. You may know that in addition to the Toll Roads, the TCA also
manages some six environmental programs, such as the
Native Habitat Program.
The point is that the apparent careless
attitude exhibited by government agents involved in
the Patterson accident is typical bureaucratic work.
The boss and customer is only good to keep the
bureaucracy alive.
The second point is that just like the CLRC,
the
TCA bureaucracy should be eliminated – and not
just by the response in the Patterson case.
