OCSD’ Culture, FileGate & The Laguna Village Ten People

Our efforts to get additional detail on FileGate have yielded little in terms of figures we can manipulate, but have yielded a lot about the ongoing relationship between the Laguna Woods Village residents, the local governing body, the property management company and the Orange County Sheriff’s department much discussed culture.

In a press release On December 2, 2008,  Heather Rasmussen, Village public relations specialist, stated:  “The contents of a file that contained proprietary gate pass application information were stolen from the Community Center. The issue is under Sheriff’s investigation for theft of private property and potential identity theft,”  alluding to case 08-232487, documented December 02, 2008 as a burglary report

OCSD Investigator Barth Massey had been in contact with Security Manager Eugene Hart, prior to the filing of a formal OCSD report - The file was discovered missing sometime in November:  United Director Michael W. Curtis discovered some of the contents on the doorstep of his housing unit, and handed them over to the president of United Mutual Lloyd Foster who in turn handed them to Village General Manager Milt Johns.

Subsequently, ten residents referred to as  the Village-Ten People  were  selected to   receive an  “attorney-letter” in connection with the missing file.  Apparently the link is an email meant as a thank you note and involving the ten lucky residents. The email sent November 9, 2008 reads in part:

“Thursday, Dave Pinston, Security - right hand to Gene
Hart, advised me the Jehovah Witness paper being
handed out in L.W. resulted by passes being given out
to this organization.   Dave advised me to secure any info
I would need to address my question to that dept. in
the Community Ctr. Pass Dept.  There I was given time
by Wendy Panizza, Mgr.Prop.Serv.  After a meeting she
gave me a copy of the many pages, each with a picture
of the person allowed a pass into L.W., plus a cover page
of all the names represented by the pictures.  These I
took to the meeting Thursday p.m.  Copies are being
made to be given to those who maybe interested in this
breach of our L.W. governing rules.”


None of the Village Ten People we have approached has been willing to speak on the record.

However, a resident familiar with the matter tells us that there is nothing new “…in fact the silence has been amazing.  Last we heard was that the file had been located, found as it were.  Implied is that it had been misplaced.  Unofficial speculation is that PCM realized they could get into a world of hurt for disclosing private information and manufactured the crisis to cover the disclosure in such a way that they could bully the “…Village Ten People.

We have sent numerous requests for comment to Wendy Bucknum, government and public affairs manager for Laguna Woods Village.  She has not responded.

We tried multiple times to contact Lt. Bill Griffin - has not responded

We have called OCSD’s spokersperson Jim Amormino multiple times.  He has kindly referred us to Lt. Griffin.  We were  able to reach Sgt Von Normheim, while the Lt. was off.  She kindly referred us to Investigator Barth Massey, who abruptly cut us off stating that he was not allowed to talk to the media.  We then contacted the Sgt. who told us the same thing.  Back to Jim Amormino, back to the Lt……you get the idea.

Conclusions: 
a.  The more the OCSD culture changes, the more it remains the same:  Transparently intransparent.

b.  The Village Ten People are confident the attorney letters they have received are innocuous and will simply go away if ignored.

c.  Was the official burglary report a ruse and is the OCSD involved in a cover up?  No one will say!
