Crime Lab Breaks Record - The Good news Posted

good news is that the OCSD’s Crime Lab reported
a new record for DNA database hits. The Lab
obtained 32 hits in a single day on Feb, 1 2009,
beating the last hit record of 22 in one day set in
September 2006. The categories involved: The bad news is that congressionally mandated report from the
National
Research Council released this week finds
serious deficiencies in the nation’s forensic
science system and calls for major reforms and new
research. Rigorous and mandatory certification
programs for forensic scientists are currently
lacking, the report says, as are strong standards and
protocols for analyzing and reporting on evidence.
And there is a dearth of peer-reviewed, published
studies establishing the scientific bases and
reliability of many forensic methods. Moreover,
many forensic science labs are underfunded,
understaffed, and have no effective oversight. Strong leadership is needed to adopt and promote an
aggressive, long-term agenda to strengthen forensic
science, the report says. To achieve this end,
the report strongly urges Congress to establish a new,
independent National Institute of Forensic Science to
lead research efforts, establish and enforce standards
for forensic science professionals and laboratories,
and oversee education standards. “Much
research is needed not only to evaluate the
reliability and accuracy of current forensic methods
but also to innovate and develop them further,” said
committee co-chair Constantine Gatsonis, professor of
biostatistics and director of the Center for
Statistical Sciences at Brown University. “An
organized and well-supported research enterprise is a
key requirement for carrying this out.” The report agrees with our previous commentary on the ASCLD/LAB Accreditation and turf battle between the OCSD and the OCDA, that in order to ensure the efficacy of the work done by forensic scientists and other practitioners in the field, public forensic science laboratories should be made independent from or autonomous within police departments and prosecutors’ offices. This would allow labs to set their own budget priorities and resolve any cultural pressures caused by the differing missions of forensic science labs and law enforcement agencies. We

OCSD's questionable culture, brings into
question the process used by the ASCLD/LABS to certify
the Orange County lab"
Perhaps
Dallas Is right when he says that my “… constant
barage of anit-Sheriff Hutchens blogging is wearing
out.” – On the other hand, perhaps this is what
can be expected when the department goes through a
barrage of self-inflicted wounds. Take for instance,
when the only apparent excuse from a senior leader
when he says that the Orange County Board of
Supervisors meetings are complex and boring, other
questions come up. Not about the boring part –
arguably all public sector meetings are guilty of the
latter. But complex? This is analogous to Jim Mora’s
rhetorical question about the Play offs? Play offs? -
if these meetings are complex, perhaps remedial
education is in order.
As
long as we continue to bring issues such as this to
the attention of our fellow citizens, someone who can
do something to stop Sandra Hutchens will eventually
step up and do what is right.

Good work Coto! If not for any other reason, than NO ONE else is doing it. Frankly, its just another example of overpaid civil servants who should be canned. Civil Servants need to understand they are not merely on the State's payroll, they WORK FOR US. Period. I too, am asking: Where's the promised transparencey, accountability, and integrity that we keep voting into office but have yet to get. What happens to these people once they get a job?! make an excellent point about civil service – from
the language used by the Sheriff’s command staff, it
does make you wonder if they think their job is to
serve the public, as much as it is for the public to
serve them.

The President’s letter contained in the October
2008 CZ Master association newsletter asserts that “With
the kids back in school, incidents of vandalism have
dropped 80%.
There were a lot more vandalism incidents this
summer compared to

we started reporting crime and vandalism figures, the
OCSD has gone through some changes in the way it
collects or reports the data. For the past year
or so, the data has been retrieved largely by hand.
For this report, we understand it has been done
programmatically. While in the past it was hit
and miss trying to get the data, this time the report
was ready as promised. Details

details of a DUI- related accident start to emerge a
crescendo to a steady buildup in calls for a CZ
director to step down is being reached. The case
in question (05CC02855)
involves a traffic accident that occurred
September 22, 2004 at the intersection of Vista del
Verde and Mackenzie Lane. The defendant was
visiting Coto
de Caza as a guest of Coto
de Caza Golf Club, having earlier participated
in a golf tournament. The CZ
Master Association and its property management company
are included in the list of the defendants.
