To Freeze or Not To Freeze – LWV’s PCM Salaries, That Is

At   today’s open GRF agenda meeting, GRF President Erwin Stuller disclosed that the Third Mutual board had requested that the managing agent, PCM, institute an immediate wage freeze on non-union employees. This would put a freeze on the 4% increase scheduled for 2009.  After a bit of a shocked pause a member of the audience finally suggested that the proposal should be discussed further in executive session.  But of course, the damage had already been done:  The appearance was that the request was in confidence and discussed only in closed meetings, before Stuller brought it all out into the open - the request appearing to come from the Third Mutual board, seemed to catch all other boards by surprise.  Presumably this means that the board presidents who were aware of this did not feel the need to disclose anything to the ordinary board members.

Last week, indeed, the Third Mutual had asked several directors to join them in asking PCM to implement a hiring freeze with increases for union contracts.

To answer the question:  is this another instance of closed session business getting “leaked” by a signatory of the Positive Solutions? we turned to Michael Curtis.

Mr. Curtis indicated “the housing mutuals don’t have any direct control over PCM Inc. employees or their wages - that’s all under GRF”, he said.  Adding “of course, today the GRF Board decided not to even discuss it next weekBy virture of their lack of discussion and quick unanimous No Vote, it was obvious that the GRF Board had some sort of a closed meeting on this issue prior to today’s meeting.   I am still hopeful this topic will come up during the resident’s comments at next week’s GRF meeting
