In
covering public safety in the community for the last
six years, I have learned that the GRUP Syndrome aka
Michael Jackson’s Syndrome – where adults refuse
to grow up, is not only alive and well in Coto de
Caza, but is also thriving.
The
CZ Master Association’s February 2009 Newsletter
supports such an assertion: I the newsletter,
association president Xochitl Yocham writes “
I received a number of comments regarding the CHP
and their enforcement of the Vehicle Code within
Coto. For those of you who are not aware, the
CHP contracts with CZ Master Association to enforce
CA Vehicle Code on our seven main arterial streets.
We currently cannot contract with the OCSD, however,
the OCSD will cite for traffic violations if
observed by the OCSD. The comments I did
receive were that the CHP should only be stopping
speeders and should not enforce any other code
violations such as “California Stop”, no
seatbelts and/or license plate issues…”
The
public safety data consistently shows that the CHP
is the best Safety Bang for the Buck, particularly
at a time when CHP enforcement hours are at the
lowest level since the agency was fired by the Varo/Mezger
administration without a suitable alternative.
Consider that Ranch Santa Margarita pay some $150.00
for Sheriff enforcement for every adult and child in
the city, while Coto de Caza pays some $4.00 and
still traffic citations are at a manageable level,
thanks to CHP enforcement.
Meanwhile
the president’s response seems to imply that the
community would be better off with the OSCD if
only the community could contract for OCSD services.
CotoBuzz readers may recall that the Varo/Mezger
administration argued for cityhood so that the
community could contract directly with the OCSD for
services – which was not true in any case.
Contracted cities “negotiate” with the Orange
County Board of supervisors. Those contracts
are basically ‘bodies” agreements without any
accountability clauses.

DOES ITS JOB – CZ BOARD PLEASE DO YOURS!
Despite the public abuse the CHP has received
from the Coto de Caza board of directors ever since
the board was coerced into bringing the CHP back for
pro-active traffic patrol, figures indicate that the
CHP is doing its job: Trend for accident rate
is down and close to pre-firing levels.
Just as important, the number of Coto residents
arrested for DUI is down. See
chart below for actual accident rate.
