Sheriff Hutchens Hires Chief Scott for Strategy Work

Retired Los Angeles Sheriff's Department Chief
John L. Scott has been hired as a consultant by the
county to work with Sheriff Sandra Hutchens in her
assessment of Department operations. He will focus
first on the Department's jail system, with five jails
and an average daily population of 6,500.
His role as a consultant will be to help Sheriff
Hutchens coordinate a standard audit that will review
overall operations at each facility, with shift by
shift evaluations and recommendations on how to
improve daily operations.
Chief Scott will also help in a comprehensive review
of jail policies and procedures and prepare
recommendations for improvement. Existing policies
will also be reviewed from a security standpoint.
Staffing will also be reviewed to determine if there
needs to be changes in selection and training of
custody staff.
A cost benefit analysis will be undertaken to evaluate
the functionality, appropriateness and efficiency of
the three existing classifications of jail staff,
Deputies, Sheriff's Special Officers and Corrections
Services Technician, and determine whether a fourth
category is required.
The final function of his service will be to help
develop strategic planning information to be used by
OCSD to implement recommendations derived from the
audits.
We were expecting to see a SMART 120-Day plans from
Sheriff Hutchens. Seems like Sheriff Hutchens'
strategic component will be derived from Chief Scott's
audits:
In the private sector for example, if you are not competitive
you need to outsource or perish.
A bureaucrat, as in the FDA, the DMV, or the
OCSD, all you need to do is do enough to stay employed
until you reach 3%-50.
Perhaps this is why in this case a number of audits are
required to end of with the strategy, right on time
for the next election! – As compared to starting out
with a vision, a strategy and perhaps an audit
strictly for implementation/benchmarking purposes
