Working to Serve, Or Serving To Work - Letter to OC Register Columnist

Hi Steve,

Another good column.  I was wondering if there was ever any serious consideration to any non-union government employee for the  position of publicly elected Sheriff by either the Register or Supervisors?  That is all I see in your Top Five selection and the nine discussed earlier.

On Martin, you noted "The basics of Martin's detailed plan are impressive: the creation of a central repository for personnel behavior, so that every complaint and use of force is documented and examined; an outside customer service survey, which helps identify problems and reinforces the fact that deputies are public servants; an outside custody audit of the jail to thoroughly look at all jail operations."

I think you will find this has existed for years called the Internal Affairs Unit.  Like all departments, it is poorly managed so his impressive idea is to duplicate something already not running well?  Do we need yet another process for the customer service? That is what the Grand Jury has done, not only in 2008, have you read the August 2007 Grand Jury report or Tony Rackauckas' IR's?  We have all the information needed to implement solutions not continue to cultivate problems.  At some point in the growing cycle, you actually have to pick the crop.

Sheriff Walters is responsible for running the jails - yet I have never heard a detailed comment from him on jail issues, or the Grand Jury report, why?  Sheriff Cossairt seems to run a good Court Operation, transfer him.  The new Sheriff will need to redeploy assets, and make existing assets work, not create new ones.  Surly you are aware of the demands for 7.5 Billion in new hospital care for inmates, nurses demanding more money, state regulations, federal regulations, etc., etc., etc. - the world adds enough of its own problems.  I have found "deep thinkers", that probe the layers of the onion, impressing small minds, only find more onion.
