Difference Between OCSD Bailout Request & Detroit's?

It
was surprising to see the supervisors surprised
at the backlash from Sheriff Hutchens' CCW
policy. The chairman even saw the need to justify
the board's choice of Sheriff Hutchens, since he
" felt that Sheriff Hutchens had a better CCW
policy than the other finalist for the position,
" and "You would not
have been happy with Paul Walters. His permit policy
was almost exclusively for those that were retired
police officers." - the latter prompting a
response from Chief Walters asking for a
retraction.
It is not even Christmas and the BOS got yet another
surprise Tuesday from Sheriff Hutchens - a
Detroit-type of bailout request in the form of a
$250,000 jail audit report, startling among others,
Supervisor Bill Campbell: "It's a startling number,"
he said, referring to what is in essence, an OCSD
bailout request.
The CCW policy debacle could have very well been
avoided. CCW policy is an integral part of the OCSD's
culture. However, multiple requests to the
Sheriff's office requesting to know specifically how
she planned to define, then promote such culture, went
unanswered. Our last request specifically dealt
with the Chief Scott's role in a departmental audit:
"Given that transformation is at the top of
the list, we do not see how the Chief's audit
addresses the OCSD culture/subcultures:
Observable symbols and signs of an organization's
culture include organizational stories and legends,
rituals and ceremonies, language, physical structures
and symbols". The Sheriff did not respond to
multiple requests for information.
We also had concerns with the jail operations
audit: "In
Chief Scott comprehensive review of jail policies
and procedures and preparation of recommendations for
improvement, is this a paper review? Is the
Chief planning on using generic or standard
benchmarking? If standard, which organization(s)
has he selected to benchmark against? - We hear the
LASD suffers from similar issues...." - we
also alluded to best business practices, including
outsourcing of certain services. The Sheriff did not
respond to multiple requests for information.
In the Motor City bailout request, it does not take a
rocket scientist to figure out why Ford and GM can
have viable operations all over the world but not in
North America - operations outside of North America do
not have the benefit of the UAW. Further
Washington has aided an abetted Motor City to become
arrogant, bloated and inefficient - wit the
bailout request sans any semblance of metrics and our
accountability, but simply "because the nation
owes it to Motor City". The OCSD
audit seems eerily
familiar.

Comments I'm
not sure Geeneral Motors is any less deserving
of governmental assistance than Citigroup but
the sense of entitlement and the economic
malaise of much of corporate America can't be
laid solely at labor's doorstep.Most corporate
failures are non-union failures. |

Seems like the
‘deserving” argument is similar to the one used by
the SNL skit depicting an ugly girl in denial – by
simply placing herself next to an uglier girl, she was
not longer ugly.
Not sure what your source is for the assertion that
“most corporate failures are non-union failures”,
but the limited research conducted to date shows a
very strong correlation between organized labor and
corporate success, or lack there of: The
starting point perhaps being philosophical - for
example, American
Progress does not believe that the private sector
creates jobs: Despite what some right-minded politicians
proclaim, private industry is not the job creation
sector; it is the profit seeking sector....
One of the primary roles of organized labor is
to convince employers that such easy fixes may prove
to be financially harmful to the company and the
economy over the long haul.
The major point with the CCW policy is that this is
the visible part of the corporate culture iceberg –
if that is a flop, then you can guess what the
consequences can be - Buzz

The Spin Machines for Hutchens and Walters for OC Sheriff are full throttle trying to persuade the Orange County Board of Supervisors that their gal or guy is the right person for the job. So much dirt is flowing in both directions putting SUV commercials to shame. Then, there are the Lt. Hunt supporters doing a Hilary impersonation tying to get their guy the number two spot, or any spot for that matter, in the new OCSD.

two candidates represent not necessarily the best of
