New Golden Rain Foundation Rules of Engagement Appropriate for Senator Obama’s speech in Orange County or an NBA game? July
25,
2008 On the heels of the Golden Rain Foundation’s (of
Seal Beach) decision
to appeal the
recent Court of Appeals decision, on a financial
transparency lawsuit, to the state Supreme Court, the
embattled GRF HOA board of directors recently decided
to enact
rules of engagement for open board meetings to
“protect its director members and staff and managing
agent from verbal personal attacks in a public
forum”. Resolution
90-08, to go into effect August 5, 2008 requires among
other things for the press to identify itself to the
Chair, residents can only speak once, and only when
recognized and rules of decorum are spelled out. Cotobuzz readers might recall that we recently published a
piece titled, Abusive
LWV Resident or Abuse of Authority where we
describe on-going hostilities between the governing
body and residents, to the point that the
Laguna Woods Village property management
company has been asked to call the Sheriff during
board meetings, “because residents are getting
unruly” – Refer to incident 08-101645 logged
6/3/2008 in the OC Sheriff Blotter (You can find this
report at the Orange County Sheriff's web site (http://www.ocsd.org/) by selecting "eServices"
followed by "Sheriff's Blotter", then select
"Laguna Woods" and the "30-Day
View"” – apparently the rules of decorum are
aimed at preventing such incidents.
Critics
however charge that the
proposed rules of enactment are designed
specifically to pre-empt a specific residents, and a
group known as the Resident’s Voice to be heard
during GRF board meetings.
It should be noted that the newly enacted rues
of engagement is also targeting the audience, as the
“audience shall not engage in disruptive behavior,
such as yelling, booing, foot stomping, or remarks
from the audience and floor”
and no “placards, banners, or signs shall be
permitted in the board of meeting rooms” –
Wondering if the GRF HOA will allow cheer leaders and
