LWV Double the Profit, Double the Fun?

August 10,  2008

Michael Curtis asks the question, as Professional Community Management, Inc. is apparently acting as a Property Management Company (PCM) and as a Building Contractor - we have sent a copy of Mr. Curtis' letter (below) to Professional Community Management representatives for comment

What kind of stinking mess is this?

The information below (Licence # 907344 is from the State of California Contractor's State Licensing Board (CSLB) and shows our General Manager Milt Johns, along with Disbro, Olsen, and others as officers of "Professional Community Management, Inc.", a general building contractor, located in our Laguna Woods Village facilities here in Laguna Woods.  Milt is the CEO and President.  They list our telephone number.  They have someone by the name of Michael L. Moore designated as the responsible managing employee (RME).  They were formed last December 3rd, and their license runs until December 2009.

Why are they classified and licensed as a general building contractor?  Where do they post their license information in the office area, and where have they disclosed this business operation to us?

"Professional Community Management, Inc." is a corporation formed exclusively for the management of our home owners associations.  Our management agreements specify this, and further that our General Manager is not supposed to be doing other business activities - particularly within our community and using our resources (remember, we own everything - office space, all equipment, telephones, files - we own it all).

Where is Moore headquarted?  Do we have him on staff?  What jobs have they (PCM Inc.) performed as general contractor for since last December?  Who are their clients?  Why such a low bond?  Where is this business activity structured within our HOA Business Plans?  This business is not on any PCM, Inc. organizational chart - why not?

Was this in anticipation of PCM's land use schemes they were cooking up in recent years?

You know Disbro and Olsen are owners of PCM International, PCM of California, Inc., PCM Inc., PCM Data Services, PCM real estate and escrow companies, and perhaps a slew of other PCM entities.

Burge is PCM's Chief Financial Officer over in Lake Forest.

Wilkinson is Russ Disbro's secretary.

WHAT THE HECK IS GOING ON???  WHAT BOARD MEMBERS ARE AWARE AND HAVE REPORTED ON FORMATION OF THIS GENERAL CONTRACTING BUSINESS?  WHO PAYS THE FEES FOR THEIR BUSINESS OPERATIONS?

BOARDS - DO SOMETHING!!  INVESTIGATE AND DISCLOSE TO OUR COMMUNITY WHAT IS HAPPENING!  PROVE THAT BOARDS ARE IN CONTROL OF OUR FUTURE AND NOT PCM.

THE COUNTY'S PUBLIC ASSISTANCE FRAUD UNIT CAN BE REACHED AT (714) 664-3900.

LWV Double the Trouble, Double the Fun? We have asked Professional Community Management, Inc. representatives to comment on the questions asked my Mr.Curtis, but have yet to hear from them.  Meanwhile, Mr. Grundke has rhetorical questions of his own:

LWV Open Board Meetings Memo

We received a follow up letter, posted below,  to a GRF resolution  outlining rules of engagement for open board meetings (click here for copy) scheduled for approved today.  We asked  Ms. Donie Vantizian, co-author of the long-standing Los Angeles Times column "Associations"  to comment on the merits of such letter, and have included her response under Comments below

GRF Rules of Engagement Good For Folsom? First, does this new "SHUT UP!" Rule (click here for copy of GRF resolution dealing with rules of engagement) ) apply only to the Folsom Prison inmates at Leisure World or does it apply also to the residents?

GRF Rules of Engagement Innovation, or Self-preservation?If you would pay attention ((click here for copy of GRF resolution dealing with rules of engagement) ) to what the residents are telling you, you wouldn't have to be so scared and try to impose illegal sanctions against the people who are paying the bills.  The residents would not be angry.

GRF Rules of Engagement Restrict Resident Participation The GRF resolution (click here for copy) about to be finally approved at the next GRF Board meeting - Tuesday after next (August 5th), is an effort to greatly restrict resident participation in their meetings.  Click  here for additional information
