GRF 2009 Budget Review, Be There or Be Out of Luck!

 Letter from LWV resident M. Curtis inviting concerned residents:                    

Tomorrow (Tuesday, July 22) at 9AM, in the Community Center Board Room, GRF will have a Special Corporate (all boards) meeting to review next year's budget.  See the schedule below.

These meetings, they have said, are the last time to get any real changes into the 2009 budget plans. 

I will  be present to protest the Incentive Plan.  I hope many more people can also attend and express disapproval of PCM's under-the-table taking of our funds for their own benefit.

In the past, PCM inflates budgets during the planning phase, then takes a share of the so called "savings" each year and gives it to themselves.  This scheme is not shown anywhere in the budgets or in the accounting books and records available to HOA members.  We have no idea of the numbers of dollars going to the incentive plan each year.  We do know this has been going on since the mid-1990's, and totals in the multiple millions of dollars.  PCM now knows that this is too big a deal to keep under wraps and so they have grossly increased their management fee paid to "PCM of California, Inc."

Calculations from the 2008 Financial Red Book and current employee counts:

Total Budget:  $93 Million
Total Salary:   $41 Million
Total Employees:  987 (Avg Yearly Salary = $41,000, interesting in itself)

Employee breakdown:
    Fulltime Employees: 654
        Union : 431 (66% of fulltime)
        Non union: 223 (fulltime - union)
    Part Time Employees: 333 (total - fulltime)

Using the following "guess-timated" Yearly Salary estimates: 
    $10,500 for part time employees,
    $45,000 for union employees,

We calculate a yearly salary of $82,000 for "non-union full time" employees (predominantly the Admin Building Employees). Does this sound a bit "top heavy" as a distribution of salary.

We either have too many average salaries, or, too high a salary for the top management.

It might be interesting to have PCM provide those actual numbers.
