CZ/Coto Master Association Corruption - Letter sent to J. Patterson, Capitol Staff,  Staffer to CA Assemblyman Todd Spitzer (R)

Joseph:  I want to meet with Assemblyman Spitzer concerning the election corruption that we have going on in Coto de Caza with the CZ Master Association, our homeowners association governing the 15,000 residents of Coto.  Our HOA is the equivalent to a city council for our residents managing streets, parks, security, trails etc and a $9 million budget.  Even though new state laws require direct popular elections for HOA’s and now our members have voted for it by 69% in favor, we can’t get it done because we have a corrupt Delegate electoral system that makes change impossible.  While we are fighting to bring democracy to Iraq and Afghanistan , we don’t have it in Coto.  Instead, our electoral system is such that a hand full of Delegates votes to elect our Board Members rather than our 3,575 Members.   We have the same system as Communist China, Vietnam and Cuba with votes held in secret and no accountability.  Our Members are completely disenfranchised by this crazy and corrupt system based on cronyism.  We continue to have our civil rights violated by this system.  We don’t have necessary checks and balances under this system either since Board Members are in a position to veto their own recall.  In addition, our Association and their minions continue to ignore state laws requiring transparency in Association affairs.  We need legislative intervention to fix this problem.  Please advise me of when Assemblyman Spitzer is available for meeting.  I will also want to coordinate this meeting with Senator Ackerman’s office.  It would be great if we could coordinate a meeting with both of our elected officials.  I also need to know who sponsored the original legislation concerning these matters as I will want to set up a meeting with those elected representatives as well.  Thank You.  Joe Morabito
