China tightens Web-video Rules – CZ pulls the plug on Video Taping Board Meetings. January

2007 China
issued new regulations that stipulate online videos
can be broadcast only by state-controlled companies. According to the article titled China tightens
Web-Video Rules published by the Wall Street
Journal on January 4 - private operators brace for new
censorship moves. Online-video
technology potentially poses a major challenge to the
Communist Party’s control of information, as does
the Internet to HOA/CID governance. As the former CZ Master association general manager might say,
“anyone can publish a web page or a newsletter to
inform or misinform”, then went on to misinform. Take for example the latest CZ Master association Newsletter:
The Delegate’s Corner column legislates that
there are no problems on Coto – it is
a paradise! - and if you are told otherwise, do not
believe it. To
add to the (CZ BOD) credibility gap, the CZ Master
association is calling a special delegate’s meeting
to vote on changes that would finally bring direct
democracy to the community.
We have said such meeting is an oxymoron,
analogous to the
security company voting to get additional work (which
apparently they are getting) or delegates saying there
are no problems in the community (delegates are
significantly vested in the community). “A
spokesman for YouTube said the rules could be cause
for concern, and are being studied by the company”,
according to the WSJ’s article - referring
to the new Chinese censorship initiatives.
In Coto de Caza, the board pulled the plug on
video taping board meetings, arguing the cost to be
too high – a couple of hundred dollars per taping
– some eight times per year! – such cost is
significantly less than what the association is
spending trying to ram down resident’s throats a
corrupt delegate system. China
