2008 During last night’s CZ
Candidate’s Night, we made the point that an
organization cannot manage what it cannot measure.
Further, we posited the need to include a
Closed Loop Corrective Action System (CLCA), as a
means to assure transparency and accountability. A common method used to identify effective
metrics, is the goals, questions, metrics paradigm (GQM
paradigm). This process first evaluates the
established goals. For each goal, a question or set of
questions is determined. These questions enable the management team to determine metrics by associating a value
to answer each question.
This process will ensure the metrics tie into
the goals, and are sufficient to analyze the success
of a project. Instead,
the CZ association resorts to fallacious reasoning,
such as the statement last night by a certain
candidate that UPS is doing a good job, without
supporting evidence. It
can be argued that the most trusted professions in
America happen to be the professions most associated
with Integrity, such as firefighters.
Further, the CHP is one of the most trusted
organizations in the state.
The ripple effects of a break in integrity are
tremendous harming everyone connected to the person or
situation where the failure occurred. Integrity means more than just honesty,
it means doing the right thing when no one is looking,
understanding there’s no such thing as a secret.
Integrity is the ability to consistently make the
right decisions when faced with life’s moral
crossroads. Even so, it has been reported that CHP
Capt.
Ken Rosenberg, head of the CHP's Santa Ana office, has
gone on leave during an internal investigation looking
into allegations
of fixing a traffic ticket for Ducks star Ryan
Getzlaf. Similarly, we have information on incident
reports simply torn apart by a private security
manager operating within Coto de Caza, after all,
there is no such thing as a closed loop corrective
action. Our point?
Even in well-managed organizations such as the
CHP, one finds exceptions to the rule – it may be
easy to deduce that in places where there is no
management to speak of (as in lack of metrics),, the

Despite the public abuse the CHP has received
from the Coto de Caza board of directors ever since
the board was coerced into bringing the CHP back for
pro-active traffic patrol, figures indicate that the
CHP is doing its job:
Trend for accident rate is down and close to
pre-firing levels.
Just as important, the number of Coto residents
arrested for DUI is down. See
chart below for actual accident rate. Law
Enforcement – Evil, Necessary Evil, Or Noble
Profession and Role Model?
In open societies, we posit that law enforcement
follows Winstren’s Law:
