Coto de Caza’s Public Safety, A Job For The Mounties - A Paraphrase of the Orange County Register – But, why waste scarce, precious resources patrolling horse trails? The Mounties are Coming, the Mounties are Coming….!

is no secret that the Orange County Register has been
an ardent supporter of the Varo/Mezger administration.
There is evidence that the editor collaborated
with the board to silence critics, including the
CotoBuzz Journal:
The OCR board of directors failed to respond to
the CotoBuzz Journal complaints for depraved
indifference exhibited by the Coto de Caza
administration, immediately
after the first traffic fatality in December of 2005. Recently
(The
December 29 2006 issue of CanyonLife), the Orange County Registers “2006 Year in Review”, even
fails to mention the tragic death of Mr. Morteza
Manian after he was struck by a teen arrested for hit
and run, resisting arrest and manslaughter – yet
board members blame Mr. Morteza for “violating the
vehicle code”! Yesterday’s
issue of the Orange County Register (February 16,
2007) reports on the association’s February 2000
board meeting with the headline “Improving patrols
in Coto – Coto de Caza’s CZ Master Association
board of directors discusses improvements to security
patrols”. The
major announcement covered was the “announcement
that Universal Protection Services was revamping how
it deploys the roving patrol …and mounted units of
the Sheriff’s department would soon be patrolling
the horse trails and fire roads that surround the
community”….the same argument used by the Varo/Mezger
board to fire the CHP when they first came to power!
– However, in five years, the Sheriff has been MIA.
Further, we have regularly argued that public
safety is not rocket science – all that is needed to
reduce accidents is to patrol four streets, as
indicated by CHP's statistics::
Coto de Caza Drive, Vista Del Verde, San Miguel
and Plano Trabuco – why would anyone consider
patrolling horse trails as a first priority? The
same OCR issue (February 16, 2007) publishes partial
citation results showing the number of
citations issued to 20-years old and younger, but
fails to document the GRUP problem in the Coto de Caza
community. See

should note that when critics have exposed the Varo/Mezger
boards, the OCR city editor “paraphrases the
facts”. For
example, when Ed Caruso indicated during an
association meeting that board president R. Varo had
indicated his desire to fire the CHP as soon as the
Welcome Home Center was ready, the OCR coverage
“paraphrased the facts” to make it appears as if
the lier was Mr. Caruso.

In the August
4 issue of the OCR’s CanyonLife, hidden
under a picture of the Pet of the Week, appears an
inconspicuous paragraph titled Clarification that
reads” “Coto resident Ed Caruso and Board President Bob Varo of
the CZ Master Association disagreed on whether Varo,
in a private meeting, told Caruso that he planned to
fire the California Highway Patrol from traffic duty
within the community. A story in the July 14 edition
of Canyon Life/Rancho Santa Margarita News about a
Public Safety Committee session may have been unclear
in describing the exchange between the two men” Consider
that the November 28 issue of the Orange Country
Register, in response to the CotoBuzz Journal “The
First 100-Days..” carries a story with the
headlines: “New
CZ Master Board hits 6 Months,
Most Residents, Past Members Happy With
Progress” , and in a major ironic twist, cites
Larkin as saying :We felt that there was not enough
accountability and the willingness to work with the
DNO wasn’t’ there” – this coming from a board
who fired a safety committee chairman who came forward
right after the first traffic fatality within the
community, for refusing to pursue the board’s
personal agendas over public safety and for refusing
to give up her free speech rights as a condition to
work with the administration.
The same board who has displayed unparalleled
depraved indifference and animosity toward the
California Hyway Patrol agency. The
same Varo/Mezger board
who called the CHP extortionists, then fired the CHP
for pro-active traffic patrols without a suitable
alternative with fatal results:
Accident rates doubled each year the CHP was
away from the community and the first two fatalities
in the community were recorded as a result.
The
same board who has used unprecedented legal resources
to silence critics and trample on civil liberties. The same Varo/Mezger board who fired the largest private
security in the world and replaced it with a small
regional one without evidence of due diligence with
corresponding fiascos. The same Varo/Mezger board who was coerced into bringing back
the CHP because of the short-termed anger over the
first fatality, the road certification expired
rendering the CHP re-hiring practically useless for a
time – the blame for road certification expiration
went to a missing “tickler file like the ones
trademark attorneys use” The same Varo/Mezger board who approved the gardener and the
private security guard’s raise before the Varo/Mezger
board was coerced into renewing the CHP contract for
2007. The same Varo/Mezger board who approved the
training of private security guards, yet the CHP is
the only service provider in the Varo/Mezger boards to
ever get a contract reviewed quarterly! The Same Varo/Mezger board who
refused to allow the CHP to conduct public awareness
campaigns to prevent accidents – instead, turned
over complete meeting to “desperate wives” show. The Same Varo/Mezger board who
is paying the private security company 1000%
more than the CHP, yet
getting 1,000,000% less benefit – not even
counting the human toll! It
is obvious that the Varo/Mezger board is trying to
push CHP management away so they can finally get their
way. Perhaps
the next argument is that the Canadian Mounties are
coming to Coto? RELATED

Does anyone in their right minds or perhaps sober really believe that the Sheriff’s Department is going to begin patrolling our horse trails. And, if it is true, it is insane when we can’t even get them to patrol our streets. Further, Universal Patrols are a complete waste of money. If we want real security in Coto, we need more black and whites on our streets. Joe Morabito
