2007 Michael Bloomberg, the mayor of New York, unveiled a plan
April 22, 2007 delivered in a speech to mark Earth
Day, pledging to make New York "a brighter,
healthier and more economically prosperous city".
Mr Bloomberg framed the change
in environmental terms. "The science is
there," he said. "It's time to stop debating
it and start dealing with it." “To Londoners it will seem a bargain. Compared with
London's £8, New York's proposed charge will be a
snip at $8, around £4 at today's exchange rates”,
writes Dan
Glaister in the Monday April 23, 2007 issue of theThe
Guardian. “The announcement came with a
video endorsement from Tony Blair. "Your
announcement will mark out New York as a global leader
in the fight against climate change," he said,
describing it as "a great act of leadership",
contiues Glasier What Glaister and Bloomberg
are referring to is congestion pricing, where
drivers pay in advance for the right to drive into the
central business district , something already
instituted in several major cities, most notably
London, where the daily fee is $16. "It only works when you give a break to people in the
city as opposed to those outside the city,"
Bloomberg said, according to an article by Jeremy
Olshan, published in the New York Post, December 5,
2006. According to the Oslhan article, 3.6 million people enter
Manhattan’s central business district each work day,
whereas 2 milion are commuters, roughly 56% of the
people would be affected.
In comparison, according to a report presented
in the most recent
CZ Master Association general board of
directors meeting, 90% of “commuters” use the
horse trails. Commuters
also account for over 50% of the use of the Sports
Park, and over 30% of the $2 million security budget,
not counting the rest of the CZ infrastructure. If it is good enough for London and New York, not good enough
for Coto de Caza?
Think of it as a fertilizer option for
commuters.
