The Sheriff is coming, the Sheriff is Coming! – CZ Board to old tricks again?

Consistent with the output of the River Rock Muti-Purpose Forecasting System, the CZ Board is announcing that the Sheriff is coming – yet one more time!

Just six months or so, according to the Orange County Register  the OC Sheriff Mounties have mounted a  "coordinated patrol effort on Saturday, March 3, on the county’s trails in the hills around Coto de Caza and Holy Jim Canyon”.  Apparently the action was intended to increase the law enforcement agency’s visibility,  “ in response to residents' concerns raised about people causing problems and conducting illegal activities on the trails”,  Since it is generally agreed that less than 10% of  trail users pay for trail maintenance, perhaps the horse trails should be closed? – but that is a different story!

The February 16, 2007 issue of the Orange County Register  contains the headline “Improving patrols in Coto – Coto de Caza’s CZ Master Association board of directors discusses improvements to security patrols”.  The major announcement covered was the “announcement that Universal Protection Services was revamping how it deploys the roving patrol …and mounted units of the Sheriff’s department would soon be patrolling the horse trails and fire roads that surround the community”….the same argument used by the Varo/Mezger board to fire the CHP when they first came to power! – However, in five years, the Sheriff has been MIA.

We should note that the The December 29 2006 issue of CanyonLife, the Orange County Registers “2006 Year in Review”, fails to mention the tragic death of Mr. Morteza Manian after he was struck by a teen arrested for hit and run, resisting arrest and manslaughter – yet board members blamed Mr. Morteza for “violating the vehicle code”!

“I am disappointed that the OC Sheriff’s Department has been unable to get their act together as it was Sheriff Corona who personally requested that we do not contract with the City of Rancho Santa Margarita” – Writes Robert Varo, then CZ Association President, in the January 2006 CZ Newsletter.  The April 29, 2005 issue of the Orange County Register includes an article by Laura Rico and Jim Radcliffe with headlines “Coto de Caza has traffic-control plan”, but neither the board nor the Register were able to produce copies of the alleged plan

The good news is that the 3Q2007 Collision Report shows the lowest collision rate in the community since the CHP was sent packing into exile, without a suitable alternative.  “I reviewed the 3Q2007 statistics and it definitely shows patrols work, said CHP Spokesperson Christopher Goodwin”, when asked what he thought about the most recent collision statistics.

The bad news is that the 3Q2007 OCSD crime and vandalism data, while is shows a consistent downward trend in crime for Ladera Ranch, the opposite is true for Coto de Caza.

CZ residents, do not despair, according to the CZ board of directors, the Sheriff is coming, the Sheriff is coming – Again!.  After all, the Sheriff makes for a game of Good Cop, Bad Cop:

This is the same CZ board that was told YEARS ago to bring back the CHP – but won’t claiming the CHP are extortionists.

The same board that turned over a board meeting to Reality TV show producers and refused to allow CHP to present safety awareness programs during board meeting s.

The Same board that was quoted by the Orange County Register in an April 29, 2005  article by Laura Rico and Jim Radcliffe with headlines “Coto de Caza has traffic-control plan”, but neither the board nor the Register were able to produce copies of the alleged plan

The same board that has refused to even acknowledge the multiple comprehensive security proposals we have advanced.

The same board that refused to articulate a traffic control plan weeks before the traffic fatality .  We even asked legal counsel to compel the board to do so DAYS before the accident!

The same board that refused to commit to reducing traffic accidents to 2002 levels or below.

The same board that refused to hold a Security Town Hall Meeting instead of pursuing personal agendas.

The same board that relies on the GM  security control metrics – as shown below.

 It will be great if we get more Sheriff’s time in Coto; but seeing is believing.  I just don’t believe we are high on their priority list.  When we see the black and whites on a regular basis, we will know that hell hasn’t frozen over.   Joseph Morabito, former member CZ Master Association board of directors.
