Second Coto de Caza Traffic Fatality In Three Months

March 17, 2006  

   

Coto de Caza recorded its first traffic accident fatality in ten years in December of 2005.  In less than three months, the second fatality has occurred.

 

Sunday 3-12-2006, at 1.30 pm, 75 year-old Morteza Manian was riding his bicycle southbound on Lexington Way approaching the intersection of North Hampton Place, while the 16 year old driver of a Nissan Frontier westbound on North Hampton Place approached the same intersection of Lexington Way.  As the driver slowed down to stop, the right front corner of the Nissan struck the left side of Mr. Manian’s and the bicycle.

 

Mr. Manian was transported to Mission Regional Hospital, and succumbed to his injuries in the late hours of 3/12/2006.

From this description it appears that the bicyclist was either riding on the left side of the road and the driver did not stop behind the stop sign or the bicyclist was riding on the right side of the road and the driver did not stop at all-driving through the intersection. Any knowledge of which side of the road the bicyclist was riding? Is there a stop sign at this location? These are not streets that would be patrolled even if the streets were certified. Jan

Mr. Manian entered the intersection at the west side of the intersection, just as the the driver was entering from the east side.  After the collision, both came to rest on the westbound of North Hampton Place, just west of Lexington Way.
 
Your assessment of patrol worthiness is consistent with our understanding and why we have been of the opinion that accident prevention is NOT a just a matter of how many hours of pro-active traffic control residents get - but requires a comprehensive community program - and yet, the board continues to ignore our proposals:
 
IOHO:  MINIMUM REQUIREMENTS FOR EFFECTIVE ACCIDENT PREVENTION PROGRAM:
 
L – Leadership  - Firing volunteers for not agreeing to pursue personal agendas and to give up free speech is NOT leadership!
 
E – Engineering – that is, streets need to be certified for patrol and certification needs to be current.  Even then, kids will fail to stop and even speed up the closer they are to getting home - that is, road certification is necessary but not sufficient.
 
E- Education – self-awareness program to educate residents on the importance of respecting law and order. 
 
E – Engagement – coordination between law enforcement agencies and residents.  It is amazing that not even the Sheriff's office can provide us with a management tool to tell us if as a community we are being effective and responsible in our actions.  Requires personal accountability.  Parents need to set clear boundaries for kids, with consequences.
