Coto de Caza Drug Problem

The OC Sheriff's Dept’s Deputy Finley states that Coto de Caza has a a serious teenage drug problem.   Coto teenagers are involved in nearly 99% of all teenage drug incidents in the areas he serves.  Which is consistent with what CotoBuzz has been reporting for the last four years, but contrary to what residents have been led to believe by the current board.

CotoBuzz readers may recall that we have argued in the past, and continue to do so, that public safety starts with community culture and it is all about law and order.  You may also recall that earlier this year, the Varo/Mezger board of directors denied us access to community facilities to hold a security town hall meeting, when association resources are made available to and have been made, to friends of homeowners.

A comprehensive public safety plan includes measuring “chatter” associated with crime, vandalism, traffic incidents and invasion of privacy – people may be surprised that this chatter can be correlated to terrorism.  What is needed is coordination between the community (such as the newly energized neighborhood watch) and the various local law enforcement agencies as well as county and state – after all, there are millions of (unspent) dollars available to California for such effort....this includes the Coto de Caza Drug Problem!

To put this problem in perspective,

The CHP statistics show that alcohol is a more serious issue when dealing with traffic accidents within Coto de Caza, than drugs, regardless of the age of those cited/arrested.

Crime and vandalism data has consistently shown that the rate is higher within Coto de Caza than neighboring communities.

Statistics also consistently show that adults within Coto de Caza get a disproportionate number of citations than is the case elsewhere. - CotoBuzz has stated many times that Coto de Caza has an unusually high number of GRUPS/household.   – grown ups that refuse to grow up, such as the TP Moms (moms who drive kids to vandalize the community), or  NASCARD Dads (dads who let kids drive motorized vehicles against CC&Rs and vehicle code).  The CHP statistics bear this out – the chart below represents a breakdown of citations + warnings by age group:  The highest number of citations/warnings is for the age group 50 and up, followed closely by the age group 17 and under.  Behavior of individual board members can be said to be representative of this population as well:  from name calling, to reveling on losing legal documents, to anti-social behavior

We also know that when it comes to crime prevention, there are a lot of holes in the data collection and reporting process, which is why we continue to lobby local, county and state agencies for additional coordination so that chatter patterns can be established.

We also believe in the notion of supply and demand – whether alcohol or drugs.  If there is a demand (either by adults or underage kids), the supply will be there.  There is nothing like personal responsibility – something Coto de Caza, as a community, is not ready for.
