CHP DOES ITS JOB – CZ BOARD PLEASE DO YOURS! September
30, 2006 Despite
the public abuse the CHP has received from the Coto de Caza board of directors
ever since the board was coerced into bringing the CHP back for pro-active
traffic patrol, figures indicate that the CHP is doing its job:
Trend for accident rate is down and close to pre-firing levels.
Just as important, the number of Coto residents arrested for DUI is down.
See chart below for actual
accident rate. Additionally,
the CHP will readily provide anyone with relevant metrics, and will listen to
Coto homeowners and Coto residents alike – more than what can be said about
the Coto de Caza board. And
how does the board pay the CHP back. By
giving them the cold shoulder. As
of last week, the CHP did not know that
the Coto de Caza had a new property manager.
The new property manager had not taken the initiative to contact the CHP,
and more importantly, the CHP is still in limbo as to whether their contract
will be renewed. It has been reported that Varo wants to fire the CHP as soon as the Sheriff is installed in the welcome home center (now in place), and we have heard something similar from certain committee members. Since Pat Bates voted for the 3%-50 plan that greatly benefits the Sheriff’s Union, is it any wonder that the Coto Welfare Leadership Alliance endorses Pat Bates for OC Supervisor, as well as an unnamed OC Sheriff’s Deputy? The
Varo for Mayor Committee has been using the flawed argument that the reason for
turning Coto into a city – and terminating the CHP contract – is that Coto
would then be able to negotiate directly for pro-active Sheriff services.
The fact of the matter is that the Orange County Board of Supervisors
negotiates with the Sheriff the official rates.
All local cities can do then, is
get more or less patrol services at the negotiated rates.
Going rates for a Sheriff’s “foot on the street” is roughly
$110,000.00/year – which is what Coto currently pays for the CHP’s
pro-active traffic patrol.
Another
excuse being used by the Varo For Mayor Committee to fire the CHP is the
tree in the forest analogy –“by having a desk for the
Sheriff in the Welcome Home Center , and having the Sheriff do
pro-active enforcement, Coto will have a much better service”
That
is, if the If tree falls in the forest, and no one is there, does it still
make a sound? If the dispatcher does not properly handle 911 calls,
or, if no one staffs the Sheriff’s desk, will the Sheriff come on an
emergency?
Consistent
with the previous deeds and antagonistic actions against the CHP by the Coto
de Caza board of director’s, the board recently gave the Sheriff, access
to the association’s the Welcome Home Center using the following
reasoning: “As
you should know, getting people to do things usually requires some
compensation or other incentives.. . Beyond lobbying the Board of
Supervisors and Sheriff Carona, all we can do is provide non-economic
incentives for the Sheriff to spend more time in and around Coto”.
So what
about the incentives used for the CHP?
First, this boards refuses to allow the CHP to conduct public safety
awareness campaigns, fires the CHP allegedly to protect drinking buddies,
then refuses to take calls from CHP management. When the board is coerced to
bring the CHP back, the president of the board of directors calls CHP
management “extortionists” during a board meeting, neglects to tell CHP
management that CJ Klug is no longer the property manager.
Responding to contract status queries from the CHP, CJ Klug informs
the CHP that because “gardeners are getting more money as well as private
security guards, the association does not know if there will be a budget for
the CHP”, and Ms. Davies, the new property manager, has not taken the
initiative to introduce herself to the CHP! The
CHP has done more than its share – Coto de Caza Board of Directors, for the
sake of our kids, you do your job!
