PUBLIC SAFETY Introduction It never ceases to amazes us how politicians always flock to the be associated with the "safest city" nominations and or awards - supporting the notion that success has a large family, but failure is an orphan. For example, the Orange County Sheriff's Department's blog will usually proudly post a press release announcing how happy the department is because a city like Mission Viejo is one the safest cities. What about the other 11 cities or the unincorporated areas? What about Coto de Caza with the highest crime rate in history in early 2010. After all, only common denominator is that the OCSD is the law enforcement agency. What does the OCSD do differently in the safest city, as opposed to the least safe city under its watch? The answer? Nothing, Zilch, Nada, Nicht! Newsflash: Whether a city is the safest city in the county or not is primarily a function of residents and local governance, not law enforcement - see below

anent public safety, the buck stops at city hall:
Whether that city is considered the safest city or
not, is mostly a function of the leadership displayed
by city hall - such leadership includes vision and a
willingness to engage with residents, supporters and
critics alike. The OCSD is a service provider, which
merely implements the statement of work defined by
city hall. Typical
politician's and union’s simplistic approach
to public safety by merely throwing more bodies
to the problem, instead of applying common sense
solutions, is
not only not sustainable, but this is the same
approach at the core of Detroit’s demise
Take for instance the leadership demonstrated by the cities of Lake Forest and Mission Viejo: Lake Forest's ordinance issuing a 45-day moratorium on medical marijuana dispensaries in the city or the Mission Viejo City Council pioneering work with underage drinking, being the county's first to pass the Social Host ordinance. Certainly these two cases illustrate a more cost-efficient and proactive approach to public safety than say the AVOID program final 2009 Holiday results which required three law enforcement agents for every arrest. On
the other hand,
it is no secret that Coto de Caza’s
local government is
not welcomed in San Juan Capistrano (California
Highway Patrol offices) or that the
local government has strong support from DUI
defense attorneys. Even the
OCSD representatives were called extortionists in open
board meetings by the president of the Coto de Caza
board of directors. Consequences?
According to OCSD figures,
Coto de Caza has the highest crime rate of all
times.
Consistent with Winstren’s Law: Crime
goes where it is welcomed and stays where it is
well treated. If this is
not a classic case of depraved indifference, we do not
know what may qualify!
